Car Ownership Control in Chinese Mega Cities: Shanghai, Beijing and Guangzhou

Abstract:

Three mega cities in China – Shanghai, Beijing, and Guangzhou – have implemented a unique quota policy to control car ownership growth. In this paper, we explore how special characteristics of China’s rapid urbanisation and motorisation contribute to the formulation of this unique policy. These cities, however, have adopted different policy designs. Auction, lottery and a hybrid of these two mechanisms are used in Shanghai, Beijing and Guangzhou respectively. We analyse the design, evolution and effectiveness of these policy measures. We also discuss how these measures can fit with an integrated transportation demand management policy.

Off topic: My favorite city in China is Guangzhou, by far my favorite province is Guangdong Province (for personal reasons). In my opinion, Canton Country always captures my obsessive zeal and to me it is the epitome of 中国. And I mean no personal insult to any Northern Chinese.

My acquintances, when asked what is their favorite city / region of China, will always say the typical: Shanghai, Beijing, Dalian, Hong Kong SAR, Chongqing. But for me, its always Guangzhou. Situated by the Pearl River, its just simply gorgeous. I'm happy that the Central Government as well as city administration in Guangzhou are implementing policies to ensure sustainability.

LOL! I'm doing my Ph.D in Industrial/Organizational Psychology. So HRM is my forte.

BTW, Big $$ opportunity here for HRM specialists in auto industry. If you're HRCI certified and experience with SPHR, the salary is very good. It ranges from $90k to $150k. Based on experience, and education. But yea, you should consider applying here.

I probably don't have the formal qualifications required, but i do have informal ones for a good HR cadre, namely, i can read people very well (sometimes it's scary), and i always ask the right questions. Plus i feel i need more challenges, the comfortable life got all to predictable and quite boring to be honest.

Doesn't have to be for 100k$+ (although i wouldn't mind), doesn't have to be right this moment (although i wouldn't mind that too, i'm 30, single, healthy, probably the last train to uproot myself and go live somewhere else is leaving soon), just remember me, for the future.

For a career in HR , just stating informal experience is far from professional. Any prospective employer will not look at that seriously. :cheesy:

As I said they differ in qualities on different markets, worst in China. If you don't know anything about this, do your study first...
Not only with cars, jap manufacturers only meet minimum governement standard for other items. Example are personal care products, like shampoo. the jap imported shampoo have so many chemical in it you might as well wash your hair with radiated water. the same shampoo in japan has more natural ingredients.

While i appreciate your advice and even agree with it, you should know, this was just an informal inquiry, half serious, half for the lulz, if other side shows interest sometime in the future, i will ofcourse provide that info.
