Better yet, an institution of legal experts who will discuss and determine the application of the aforementioned... let's call it "the law", and then the really crazy part: A senior and respected legal expert who will make final judgements to avoid conflicts and issues being dragged out, let's call this person "the judge".

Well read about Cronulla riots and that was decades ago.. Australia since the early 80's opened it's borders and there were unmitigated migrations, First by Vietnamese fleeing the war in South East Asia and since many from a number of conflict zones across the world.. Problem is they in turn bring those conflicts in to the countries they choose to flee

It would only if the govt's have the balls to implement it, The human rights and migration advocate bodies are pretty influential overall often even known international criminals been given legal cover.. Bikers gangs comes in various backgrounds mate, Mostly mixed Islander,White, Lebanese etc.. And consists of second or third generations not recent migrants that stand out in recent violence and pls note i did not imply all these gangs are exclusively consists of Muslims but unfortunately most are due to obvious reasons that recent migrants tend to be from are's of unrest in the Middle East and the Horn of Africa
