AUSTRALIA’S ship building industry has been dealt its second crippling blow in a week, with another multi-million naval project to be sent off shore.

Just days after the federal government flagged it would consider buying foreign submarines, News Corp has learned a new Australian aviation training ship (ATS) will be made in Vietnam.

According to well-placed government sources Australian ship builders simply could not provide a “viable tender that would meet budget and time frame”.

And in a defiant shot across the bow, the Abbott government yesterday placed state governments and ship builders on notice that any future contracts would depend on their cooperation.

“The Abbott Government is seeking open cooperation with state governments,” Defence Minister David Johnston told an industry conference in Adelaide.

“Yes there will be those that cooperate and those that indulge in pressure politics.

“I urge all industry to take the cooperative path.”

Australian shipbuilders have been slowly seeing contracts run down and governments delay major replacement decisions.

This has cost the industry thousands of jobs and created a so-called construction ‘valley of death’.

The 90-metre, 2400-tonne helicopter training vessel will be built at Damen’s Song Cam shipyard in Haiphong City, Vietnam, and will be modelled on the Dutch company’s OPV 2400 platform.

The ship will be leased by the Navy from the Serco owned firm DMS Maritime. It will be crewed by civilians from DMS Maritime.

The deal is part of a broader Helicopter Training contract under a project called Air 9000 Phase 7 valued at about $1 billion.

American giant Boeing and European conglomerate Thales have won the aviation element of the program.

The multi-function Aviation Training Vessel will provide dedicated aviation training in support of the Helicopter Aircrew Training System (HATS) as well as Navy and Army operational helicopter types.

It will also support junior officer sea training, mine warfare training and support, torpedo recovery and support to other fleet tasks. It will be based in Sydney and operate primarily in east coast waters.

The vessel has a top speed of 23 knots, can accommodate up to 60 people and has hangar and flight deck facilities suitable for Australia’s Sea Hawk and MRH-90 machines. It also has an active fin stabilisation system to enhance helicopter operations.

The vessel will be delivered in 2017 when the HATS program is due to kick off.
