Body of an unidentified militant, suspected to be a Pakistani, was found in Hajin area of Jammu and Kashmir’s Bandipora district, police said on Tuesday morning.

The militant is believed to have escaped after suffering bullet injuries in a gunfight with the forces in the area a day earlier.

“Reportedly one Pakistani Terrorist killed in exchange of fire at Hajin Bandipore yesterday with J&K Police/Army/CRPF,” director general of state police SP Vaid tweeted on Tuesday morning.

Security forces had launched a cordon and search operation in Bon Mollah of Hajin and there was an exchange of fire with militants, who managed to escape, police sources said.

No body was recovered during the search operation but it was learnt that a militant was injured in the gunfight, a police statement said.

The body was buried “amidst a procession led by some miscreants”, the statement said, adding legal action was initiated “against people who led the protest and instigated public.

Bandipora is in north Kashmir, where a number of foreign militants are active when compared to the south, which is the hotbed of militancy led by the locals.

A suspected Pakistani militant, who had escaped during a brief gunfight from north Kashmir’s Bandipora on Monday, succumbed to his injuries.

The police said the militant associated with the Pakistan based group was injured in the Hajin area during an anti-militancy operation.

“On a tip-off on Monday, security forces cordoned off Bon Mollah at Hajin. While the cordon was being laid there was an exchange of fire. Though in the search operation the body was not recovered, consequently it was learnt that one militant was injured in the encounter. Today the police came to know about the death of the militant,” a police spokesman said.

Since the body was already in the village, the villagers hand over the body to Police.

The bodies of foreign militants were buried by the Militants in Baramulla district.

The Police spokesman said the funeral procession of the slain militant were led by “some miscreants.

“Necessary legal action has been initiated against the people who led the protest and instigated public,” he said. A shutdown was also observed in Hajin and adjoining areas over the militant’s killing.

Terror Attacks on Army Camps

In the last three years attacks have taken place on Army Camps in J&K including the attack on Sunjuwan Military Garrison and terrorists tried to enter CRPF Camp in Karan Nagar, Srinagar, which was reported.


Government had issued broad guidelines for Security of Defence Installations to the Defence Services and in compliance to the said Guidelines, the Defence Services have taken a number of actions including risk categorisation of military bases; appraisal and upgradation of intelligence gathering capabilities; strengthening and streamlining of the response mechanism; Unmanned Aerial Vehicles (UAVs); periodic security audit of all military installations etc. The Army also carries out indepth analysis of the terrorist incidents and security breaches that are identified with various incidents.

This information was given by RakshaRajyaMantriDr. Subhash Bhamre in a written reply to Shri MotilalVorain Rajya Sabha today.
 
Sunjawan terror attack mastermind killed by Army

Security forces today killed Pakistani national terrorist Waqas, believed to be the mastermind of last month's Sunjuwan terror attack, during an encounter in South Kashmir's Awantipora, officials said here.

Acting on a specific intelligence input, a small team of the Army along with the elite Special Operations Group cordoned off the Hatwar area in Awantipur and carried out a "surgical attack" on a house, the Army said.

Pakistan based Militant an operational commander Waqas, the mastermind of the terror attack on the Sunjawan Army camp in Jammu and the suicide attack on a CRPF camp in South Kashmir's Lethpora, was killed in the surgical operation, it said.

There have been no civilian casualties or collateral damage, the Army said.

Waqas's killing has dented the designs of the Pakistan based Militant as it comes after the elimination of the terror group's operational commander Noor Mohd Tantrey in the same area on December 17.

According to officials, Waqas, a Pakistani national who had infiltrated into the Kashmir Valley in 2017, was functioning as the operational commander of the terror outfit and had sent 'fidayeens' (suicide attackers) from Tral in South Kashmir to Jammu where they had carried out the strike on the Army camp on February 10.

Five Army men, including two junior commissioned officers (JCOs), and the father of a soldier were killed in the attack by the terrorists who struck at the sprawling camp of the 36 Brigade of the Jammu and Kashmir Light Infantry (JKLI). All the three terrorists were killed in retaliatory action.

Waqas was also responsible for radicalising local boys Fardeen Khandey and Manzoor Baba who had carried out a suicide attack on a CRPF camp in South Kashmir's Lethpora on the intervening night of December 30 and December 31 last year.

The Home Ministry informed the Lok Sabha on Tuesday that there was no specific intelligence input about terrorists planning to attack the Sunjuwan army camp in Jammu.

Minister of State Hansraj Gangaram Ahir informed Parliament that “terrorists are helped by local Over Ground Workers (OGWs)” in Kashmir.

“Though there were general inputs that militants may attack vital installations/camps in the Jammu region, there were no specific inputs about this attack. All such inputs are shared amongst all concerned agencies.

Security arrangements are periodically revised based on emerging threats and intelligence inputs,” Minister of State Hansraj Gangaram Ahir informed Parliament.

Three heavily-armed men allegedly belonging to Pakistan based militants stormed the Sunjuwan camp of the 36 brigade of the Jammu and Kashmir Light Infantry on February 10, killing six people including five soldiers. The three terrorists were gunned down in an operation that continued for more than 30 hours.


“The Government has also continuously encouraged policies to mainstream the youth, including providing employment opportunities to wean them away from militancy.

₹80,068 crore has been announced under the PM Development Package, 2015,” Mr. Ahir said.

All terrorist attacks on Army Camp are investigated in detail. Prima facie it was found that these attacks were carried out by terrorist out fits. Government had issued broad guidelines for Security of Defence Installations and in compliance to the said Guidelines, the Defence Services have taken a number of actions including risk categorisation of military bases; appraisal and upgradation of intelligence gathering capabilities; strengthening and streamlining of the response mechanism; Unmanned Aerial Vehicles (UAVs); periodic security audit of all military installations etc. The Army also carries out in-depth analysis of the terrorist incidents and security breaches that are identified with various incidents. Perimeter security projects of all the three Armed Forces have been sanctioned by the Government.

Attack on CRPF post

In a separate incident, Suspected militants hurled a grenade on a Central Reserve Police Force (CRPF) guard post in south Kashmir’s Kulgam district on Sunday evening, but there was no damage, the police said.

“Apparently, militants hurled a grenade on a guard post of 18 bn [battalion] CRPF [at Damhaal Hanjipora] in Kulgam,” Kashmir Zone Police said on their official Twitter page.
 
The “surgical operation” earlier this month killing the mastermind of the Sunjuwan Army camp attack (Jammu) was lauded as a major victory for Indian security forces, but for some observers, it is surprising that such a seemingly provocative episode closed with such a measured response.

Details of the February 10 Sunjuwan attack fit a familiar pattern. Indian authorities were quick to attribute to Pakistan a terrorist attack facilitated by security lapses that killed five soldiers and one family civilian as well as injured six women and children. Commenters noted the attack was the deadliest since Uri in September 2016 and closely mirrored the Kaluchak attack in May 2002.

The comparison was worrisome. Uri sparked Indian retaliation that could have easily escalated and Kaluchak triggered the second “peak” of the 2001-02 crisis that brought India and Pakistan to the brink of all-out war. Whenever such an audacious attack occurs, analysts hold their breath anticipating a major military confrontation between two nuclear powers, something the world has not witnessed in almost 20 years.

So this begs the question, why didn’t Sunjuwan spark the same crisis atmosphere and foreboding over escalation risks? The simple answer is that crisis onset is largely a political choice, and New Delhi opted not to select into a crisis this time.

Sunjuwan is not the first episode of a dormant crisis. Before Uri, the relatively similar Pathankot attack received a qualitatively different treatment.

One Army jawan and a civilian were killed as militants attacked an Army camp in Pulwama district of Jammu and Kashmir on Sunday night.

These are first deaths in a militant attack on security installation since the Centre announced Ramzan 'cease-ops' in Kashmir 12 days ago.

“Militants fired upon the Army’s 50 Rashtriya Rifles camp at Kakapora on Sunday night, triggering exchange of fire,” said Senior Superintendent of Police, Pulwama, Mohammad Aslam Choudary.

The militants managed to escape by using nearby orchards as a cover.

The civilian, who died on the spot after being hit by a bullet, was identified as Bilal Ahmad Ganaie from Pulwama’s Naraw-Lajoora. Ganaie was a driver by profession.

Srinagar-based Army spokesperson Colonel Rajesh Kalia identified the deceased soldier as Sepoy Vikram Singh. Singh succumbed to his injuries at Army's base hospital in Srinagar. “It was a cowardly and provocative act of terror. Terrorists carried out a stand-off attack,” said Colonel Kalia.

Militants also snatched two service rifles on Saturday night from the policemen guarding a political leader affiliated with J&K Tehreek Bachao Party in Anantnag.

Ever since the Ramzan ceasefire was announced, militants have resorted to at least four grenade attacks, four weapon snatching bids and two ambushes.

An Army soldier injured in a gunfight between militants and the security forces in Jammu and Kashmir’s Pulwama district succumbed to his injuries on Monday, the Defence Ministry said.

Militants attacked the camp of the 50 Rashtriya Rifles (RR) late on Sunday. The death toll in the incident has now reached two.

Earlier, a civilian identified as Bilal Ahmad Ganai, a taxi driver, was killed in the crossfire between the militants and security forces.

“In a cowardly and provocative act of terror, terrorists carried out a stand-off attack on the Kakapora Army Camp on Sunday. One soldier was killed in the brief encounter that followed the attack,” Defence Ministry spokesman Colonel Rajesh Kalia said.

Taking advantage of the darkness, the militants managed to escape.

Following the civilian death, authorities on Monday suspended mobile Internet services in the district. Rail services passing through Pulwama have also been suspended as a precautionary measure. IANS

In the early hours of November 29, a group of heavily armed terrorists, dressed in police uniform, attacked an Army unit, located three km from the Corps Headquarters at Nagrota.

Three Pakistani militants were killed in the operation and a huge quantity of firearms, ammunition, and explosives were seized.

Takes custody of alleged operative for attack on Army camp in 2016

The NIA took the custody of operative, from the Jammu and Kashmir police on Saturday.

Operative who had been in the custody of the police for some time after returning from Nepal recently, had informed interrogators of his role in terror modules, including the group involved in the Nagrota attack.

An NIA spokesperson said operative a resident of Lolab in Kupwara, was arrested for his alleged involvement in the attack on the Army camp on November 29, 2016.


Well-planned conspiracy

Preliminary interrogation of the accused revealed that the attack was carried out by a well-planned conspiracy hatched in Pakistan, the spokesperson said.

The accused is said to have told the interrogators that he and other operatives in the Kashmir Valley were in touch with the Military leadership in Pakistan and received a freshly infiltrated group of three Pakistani Militants from the Samba sector a day before the attack.

They stayed at a hotel in Jammu and then left the attackers outside the Army camp in Nagrota late at night before proceeding to the Valley, the agency spokesperson said.

The recoveries made from the attackers pointed to the role of the Pakistan Brigade and International Squad formed in 2013.

Two pages bearing some text in the Urdu script were found at the site, near the bodies of the militants.

The National Investigation Agency (NIA), which is probing the Nagrota terror attack of November 29, 2016, in its investigation has revealed that the militants, who attacked an Army installation near the 16 Corps headquarters, had infiltrated through the Samba sector on the International Border (IB).

The probe has authenticated The Tribune story published on December 1, 2016, which said the militants had infiltrated through the Samba sector along the International Border. The Tribune was the only newspaper to report about the infiltration route of the militants.

During the encounter, the Army had recovered war-like stores from the militants. On the same day, the BSF had managed to kill three infiltrators in the Samba sector and had made huge recoveries. The recoveries made by the Army and the BSF at the two places were similar in nature and sources had told The Tribune that all militants were part of one group of infiltrators which had split in to two sub-groups.

The Tribune had further reported that the militants were provided support by sleeper cells in Jammu which ferried them from Samba to Jammu and to the encounter site before launching the attack.

On November 29, 2016, fidayeen militants had attacked an Army camp at Nagrota in which seven Army personnel, including two Majors, were killed and three others were injured. Three Pakistani terrorists were also killed in the operation and a huge quantity of arms, ammunition, explosives and other articles were recovered from the slain terrorists.

After the attack, the investigation was handed over to the NIA by the Union Home Ministry.

Nov 29, 2016, incident

On November 29, 2016, fidayeen militants had attacked an Army camp at Nagrota in which seven Army personnel, including two Majors, were killed and three others were injured. Three Pakistani terrorists were also killed in the operation and a huge quantity of arms, ammunition, explosives and other articles were recovered from the slain terrorists.

On January 2, 2016, four militants had laid siege to the Air Force station. The terrorists were killed after a 24-hour gun battle. On July 27, 2015, 5.2 kg of RDX was found on the railway track near Dinanagar, 20 km from Pathankot.

The sites of violent encounters, the laden orchards of south Kashmir.

The “suspension of operations”, what is called a conditional ceasefire or cease-ops, announced by the Union Home Ministry, has been in place for a week, and Mr. Bhat wants to maximise the time he can spend harvesting his crop of ‘Double Gilaas’ and ‘Misri’ cherry varieties this month.

Mr. Bhat hopes the cease-ops orders mean security restrictions will also be relaxed as, at present, they must submit identity cards to the security pesonnel and account for each family member going into the orchards, mentioning a fixed time for their return.

Cherries will reach the markets in time and won’t be damaged in storage rooms.

“Cordon and Search Operations” (CASO) that routinely disrupt life, due to lockdowns of the security forces and the shutdowns sparked by killing of militants and civilians now.

While the fruit hangs on the trees, the air in Shopian still hangs heavy with the bloodshed of the recent past. Laden with nature’s bounty, these orchards across four districts of south Kashmir — Anantanag, Pulwama, Kulgam and Shopian — have also doubled as hideouts for militants from these areas, and hence often became the unwitting sites of violent encounters and deaths.

The current wave of militancy is identified with the killing of local boy Burhan Wani in 2016, one of a group of 11 militants who were famously photographed in an apple orchard here.

Three weeks ago, the last of the 11, Hizbul Mujahideen district commander Saddam Paddar was killed in an encounter with security forces in Anantnag.

Four other militants and five civilians were also killed and an estimated 118 protesters injured while trying to prevent the encounter.

Saddam Paddar was killed and buried alongside his neighbour Bilal Ahmad Mohand, 31. The facade of Mohand’s house , whose house-front in Shopian’s is now covered with massive photographs of him holding a gun.

Militants would move around openly without even covering their faces, while neighbours and locals would crowd encounter sites to facilitate their escape and also turn out in large numbers at their funerals.

Short on weapons, these groups have had to procure guns by robbing police posts — nearly 150 guns and 100 grenades and tear gas shells have been stolen in the past three years.

As a result, records show that compared to 2006, when militancy was at a low, and locals would refuse to even bury a militant’s body, the numbers of those signing up for terror groups has increased steadily, from 12 in 2012, to 78 in 2015, to 126 in 2017. In the first four months of 2018 alone, 65 had turned to militancy, the police estimate.

According to officials, this process is accelerated at funerals, and for each militant killed, two associates would be recruited. As a result, despite nearly 200 militants being killed in what the Army has called “Operation All Out”, each death led to a larger number taking up the gun. Senior sources in both the Prime Minister’s Office and the J&K Chief Minister’s office told The Hindu that these figures were the reason for the government’s decision to suspend all operations for the month of Ramzaan, which is likely to be extended past the Amarnath Yatra in July this year.

Five persons, including three CRPF jawans and two civilians, were injured in a grenade attack on a CRPF installation in Srinagar on Saturday afternoon.

Initial reports suggest militants lobbed a grenade at the structure housing CRPF's 82 Battalion at Fateh Kadal.

A police official said all the injured suffered splinter wounds. One woman was also among the injured. "Three paramilitary men who sustained splinter injuries were shifted to a hospital," said an official.

The paramilitary force were on Saturday deployed in strength to maintain the law and order in the area.

The recoveries made from the attackers pointed to the role of the Pakistan Brigade and International Squad formed in 2013.

Two pages bearing some text in the Urdu script were found at the site, near the bodies of the militants.

5. Grenadier Raghvendra Singh, 28, hailed from Gadijatar in Dholpur district of Rajasthan. He is survived by his wife Anjana Sikaewal.

6. Rifleman Asim Rai, 32, hailed from Ratanchha village in Nepal. He is survived by his wife Madhu Kala Rai.

7. Naik Chitranjan Debbaram, 37, hailed from Kalampur in West Tripura district of Tripura. He is survived by his wife Namita Debbarma and two children.

The National Investigation Agency (NIA), which is probing the Nagrota terror attack of November 29, 2016, in its investigation has revealed that the militants, who attacked an Army installation near the 16 Corps headquarters, had infiltrated through the Samba sector on the International Border (IB).

The probe has authenticated The Tribune story published on December 1, 2016, which said the militants had infiltrated through the Samba sector along the International Border. The Tribune was the only newspaper to report about the infiltration route of the militants.

During the encounter, the Army had recovered war-like stores from the militants. On the same day, the BSF had managed to kill three infiltrators in the Samba sector and had made huge recoveries. The recoveries made by the Army and the BSF at the two places were similar in nature and sources had told The Tribune that all militants were part of one group of infiltrators which had split in to two sub-groups.

The Tribune had further reported that the militants were provided support by sleeper cells in Jammu which ferried them from Samba to Jammu and to the encounter site before launching the attack.

On November 29, 2016, fidayeen militants had attacked an Army camp at Nagrota in which seven Army personnel, including two Majors, were killed and three others were injured. Three Pakistani terrorists were also killed in the operation and a huge quantity of arms, ammunition, explosives and other articles were recovered from the slain terrorists.

After the attack, the investigation was handed over to the NIA by the Union Home Ministry.

Nov 29, 2016, incident

On November 29, 2016, fidayeen militants had attacked an Army camp at Nagrota in which seven Army personnel, including two Majors, were killed and three others were injured. Three Pakistani terrorists were also killed in the operation and a huge quantity of arms, ammunition, explosives and other articles were recovered from the slain terrorists.

The National Investigation Agency (NIA) has made second arrest in connection with the November 29, 2016 Nagrota terror attack.

NIA has arrested another operative aged 34, a resident of Chillipura in Shopian, who is a timber dealer at Pulwama.

NIA claimed that another local militant aged 34 was involved in assisting Pakistani Militants who carried out the attack. According to NIA PRO ADGP Alok Mittal, another local operative aged 34 disclosed during interrogation that the terror attack was carried out by Pakistan based Militant groups.

His revelations corroborate disclosures made by the previously arrested accused another Local operative a resident of Lolab in Kupwara who had revealed that he along with other valley-based operatives were in touch with the (JeM) Joint intelligence Military leadership in Pakistan and had received a freshly infiltrated group of three Pakistani terrorists a day before the attack. They subsequently stayed at a hotel in Jammu and then left the attackers at Nagrota outside the Army camp late at night and proceeded to the Kashmir valley, NIA PRO said. The accused was arrested with the assistance of the J&K police.

After arrest, another local operative aged 34 is being brought from Srinagar to Jammu and will be produced before the NIA special judge for seeking police custody.

A mess commander was killed in a firing incident in the Central Reserve Police Force (CRPF) camp at Bijnor on the outskirts of Lucknow on Saturday.

Arvind Kumar, a resident of Meerut, was killed by shots fired from an AK 47 assault rifle.

Senior CRPF officers are tightlipped and are refusing to hazard a guess till investigation into the incident is complete.

They have rushed to the spot to investigate the matter and find out what exactly happened.

There is more than one version of the incident doing the rounds. One version claims that someone fired at the victim after an altercation over some mess issue.

The other account says that the rifle went off accidently, killing the mess commander. Experts feel that the second version is more plausible as if anyone had intentionally fired the AK 47 there would have been many casualties.

The Army on Tuesday said a fire broke out in north Kashmir’s Machil Sector, resulting in the damage of infrastructure.

An Army spokesman said the fire broke out at 2 p.m. and was brought under control. “Some damage to property took place,” said the spokesman, without divulging any details.

Unofficial reports suggest an entire Army camp was taken over by the flames located close to the Line of Control in the Machil Sector in Kupwara. It housed the soldiers of the Army’s 44 Rashtriya Rifles headquartered at Hamar Gali in the Machil sector.

The fire damaged large parts of the camp, which housed oil barrels and some ammunition. However, the Army has been silent over the details of the damage. “There was no loss of life. The cause of the fire is being ascertained,” said the Army spokesman.

He was trying to flee country: officials

The National Investigation Agency has arrested a man wanted in the 2016 attack on an Army camp in Jammu’s Nagrota, when he was allegedly trying to flee the country, officials said on Saturday.

A resident of Pulwama in J&K, was taken into custody from the Indira Gandhi International Airport here, when he was trying to leave for Saudi Arabia, via Sri Lanka, National Investigation Agency said.

The resident of Pulwama was arrested for his alleged involvement in the terrorist attack on the Army camp in Nagrota on November 29, 2016, in which seven Army personnel, including two officers were killed and three others injured, officials said.

Look-out circular
The agency had issued a look-out circular against the resident of Pulwama, which was triggered during his attempt to flee the country, officials said.

Three Pakistani terrorists were killed in the operation and a huge quantity of firearms, ammunition, explosives and other articles were seized from them.

The resident of Pulwama had allegedly provided transport to the terrorists after they had crossed over from Pakistan to carry out their nefarious activities.

In May, the agency had taken custody of Pakistan Military operative from the J&K police in connection with the attack. The investigation has so far revealed that the attack was carried out by the Pakistan based Militants in furtherance of a well-planned conspiracy from Pakistan, the National Investigation Agency had said.

Victim’s family demands action against personnel who fired upon him.
A civilian, whom the Army described as a person of unsound mind, was shot dead near the boundary wall of an Army installation in Shopian on Saturday morning.

“A sentry manning a bunker fired some warning shots in the air when a man did not stop. He then fired some shots at him killing him on the spot,” said a police official.

The incident took place around 3 a.m. at the camp of the Army’s 34 Rashtriya Rifles at Pahnoo village in Shopian.

The police said that the “mentally unsound” person was identified as Rayees Ahmad Wani, a resident of Kulgam’s Begam area.

Family protests
However, the family held a protest against the killing and demanded “action against the Army personnel who fired upon the victim”. “We seek investigation to establish the circumstances leading to the killing,” said a protester.

MLA Kulgam and Communist Party of India-Marxist leader M.Y. Tarigami termed the killing as “a condemnable incident.”

“In the past also, such incidents have happened and the circumstances of most of these deaths were similar. Draconian laws like the Armed Forces Special Powers Act (AFSPA) allow security forces to shoot at anybody merely on the basis of a suspicion,” said Mr. Tarigami.

Both factions of the Hurriyat condemned the killing. “It is a cold-blooded murder. Unbridled powers and impunity are making troops trigger-happy,” said Hurriyat chairman Syed Ali Geelani.

Mirwaiz Umar Farooq, who heads another Hurriyat faction, said, “Earlier also dozens of such incidents have taken place, wherein mentally challenged persons were killed and time is witness that not a single forces personnel was held accountable till date.”

‘At least 15’
According to the J&K Coalition of Civil Society (JKCCS), a rights body, at least 15 mentally challenged persons have “fallen prey to the bullets of security forces since 2003.”

One victim, deaf and mute Abdul Rashid Reshi, was shot dead on Gupkar Road in 2009, which housed the residences of then Chief Minister Omar Abdullah and Army commanders. The JKCCS said that most such cases pertained to similar allegations, and no investigation had followed to establish the circumstances leading to shootings.
