Construction of civilian houses adjacent to the boundary wall of Army camps is a problem across the country, Defence Minister Nirmala Sitharaman said on Monday.

The minister was in Jammu to visit the people injured in Saturday’s terror attack on the Army camp in Sunjuwan.

“Civil constructions are taking place near the boundary walls (of army camps across the country) and it is getting difficult to remove these constructions because these are taking place with permission.

“I am studying the scenario in the entire country and will definitely come out with a solution,” she told reporters here.

Asked about her stand on the state government’s amnesty for stone pelters, Sitharaman said, “I think first-time offenders were given amnesty and I am aware of that”.

On filing of an FIR against an Army major over the killing of three civilians in Shopian last month, she said the case is “sub-judice” and the Supreme Court in response to the father of the officer had given a stay of 15 days on the FIR.

“We have to see how it goes and we stand by our proud soldiers. In the call of duty if they have performed something, (it) still has to be contextualised and that is something on which I understand. I am not sure yet, but subject to verification, the defence ministry will respond to the Supreme Court,” she said.

Sitharaman assured full support to the Army and said, “The ministry of defence, me as the defence minister, and the Government of India under Prime Minister Narendra Modi’s leadership will not let anybody down.”

“The Army is working under severe duress and we are conscious about it,” she said.

NIA to take over Sunjuwan Camp probe; militants had local help, says J&K DGP.
The three militants, who stormed the Sunjuwan Army camp in Jammu, had crossed the Line of Control (LoC) in August last year, a senior Home Ministry official said on Tuesday. All three were residents of Pakistan and they were active in South Kashmir’s Tral disrict, he said.

Army is yet to call off the operation as combing operations are underway.

The three have been identified as Kari Mushtaq, Mohammad Khalid Khan alias Rashid Bhat, and Mohammad Adil alias Bhat. The official said the accused belonged to Pakistan-based terrorist outfit.

The National Investigation Agency (NIA) would take over the probe of the Sunjuwan Army camp attack, the official added.

Given shelter, support

Jammu and Kashmir (J&K) DGP S.P. Vaid meanwhile said the attack couldn’t have been possible without “local help.”

“Some over ground workers provided them shelter and support. They were guided till the Army camp. Whether they had any local support after they reached is yet to be ascertained,” he said.

The Home Ministry official said there were three terrorists who had entered the camp and they were eliminated.

No Guru links?

Unlike the past, no “bits of paper” were found on the killed militants claiming they were from the Afzal Guru squad . Guru, convicted for his involvement in the attack on Parliament in 2001 was hanged to death on February 9, 2013. Security agencies had sounded a high alert last week for February 9 and February 11 — the day Jammu Kashmir Liberation Front founder Maqbool Bhat was hanged in Tihar jail in 1984.

“There was no paper found on the militants. They had been in India for the past few months but the attack coincided with the death anniversary of Guru and Maqbool Bhat. Pakistan based terrorist has been carrying out attacks to avenge Guru’s hanging,” the ministry official said. Six army personnel and a civilian were killed in the attack.

“The Army is yet to hand over the bodies of the slain terrorists to the police. We have begun our investigations but NIA will soon take over,” he said.

Rajnath lauds

Home Minister Rajnath Singh conveyed his best wishes to Rifleman Nazir Ahmed’s wife, who delivered a healthy baby after being hit by a bullet in the attack and hailed her courage. On behalf of the Home Minister, Special Director of the CRPF S.N. Srivastava presented a bouquet to Shehzad Khan at a hospital in Jammu.

Mr. Singh also lauded the courage shown by the woman and conveyed his blessings for the new-born. The Home Minister has also praised the efforts of the doctors and the medical staff of the Army hospital in Jammu.

Fidayeen attack that appears to have been launched from Pakistan, security forces have not recovered any food item or medicines from the rucksacks of the two militants who were killed in Srinagar on Tuesday after a 30-hour gunbattle with security forces.

“We have recovered two AK-47 rifles and eight magazines. As per initial information, no food item or medicines have been recovered,” CRPF I-G (Srinagar) Ravideep Sahi told The Indian Express. Sources said one of the militants is believed to be from Pakistan; details of the other are still being ascertained. Jammu and Kashmir Police has said that both are Lashkar operatives.

The encounter had begun early Monday morning after the two made a failed attempt to attack a CRPF camp. “Food and medicines not being found on them is slightly odd, as fidayeen (mercenaries) generally carry them for long-haul fighting where they are looking to take hostages, or get holed up. However, this is not the first case in which a fidayeen has not been found with food and medicines,” a security establishment officer said.

“We were not in a position to fire very large-area weapons to bring down the building, as we would have jeopardised other buildings in the area,” a senior CRPF officer said.

Central Reserve Police Force (CRPF) Director General (DG) Rajeev Rai Bhatnagar today said they have started the process of the out-of-turn promotion for sentry who foiled a fidayeen attack in Srinagar.

Constable Raghunath Ghait, 27, who was on the sentry duty averted a fidayeen attack in the wee hours on Monday when he saw two armed militants approaching towards the camp at Karan Nagar. In the 30-hour-long gunfight two foreign militants were killed. CRPF Constable Mujahid Khan of Bihar too died in the incident.

“We have started the process of the out-of-turn promotion for the sentry who repulsed the attack,” Bhatnagar told reporters. “If you remember, our alert sentries had foiled a similar attack at Sumbal (Bandipora) and they will also be given out-of-turn promotions.” Bhatnagar was in Srinagar where he awarded DG’s Commendation Disc and Certificate to the officers and personnel who participated in various operations, including at Karan Nagar.

Speaking about the Karan Nagar operation, he said, “it was a difficult area and there were residential buildings. Despite that, with the J&K Police, we ensured that there was no collateral damage. In the operation, both terrorists were killed.” The DG CRPF said the operations against militants would continue.

“There is excellent coordination between forces and we will get more successes. The operations against the militants will continue,” he said.

On the threat of attacks, Bhatnagar said they were ready for any security challenge. To question that the family members of slain CRPF Constable Mujahid Khan had refused to take compensation, the DG said they would take care of Khan’s family. “We take care of our martyrs’ families,” he said. — TNS
 
The modus operandi adopted by Pakistan army and its affiliate terrorists in this instance was similar to previous attempts at Keri, Gambir and Sunjuwan, he added.

Another army officer said regular Pakistan soldiers and special service group members abetted this operation by non-state actors. The rich haul of weapons recovered from the spot clearly indicate the implicit support of the Pakistan army to target Indian establishments while maintaining a degree of deniability, he added.

“It is not understood how Pakistan’s non-state actors are regularly sacrificed to fulfil their army’s agenda,” the officer said. “After Sunjuwan incident, Pakistan has refused to accept the bodies of their citizens – the three terrorists being a case in point. Nevertheless, we will still try offering the body of the armed intruder killed in Poonch on Sunday to them.”

Even after the fidayeen attack on the Sunjuwan military station on February 10, the Border Security Force (BSF), Jammu Frontier, it seems, has learnt no lessons as there is no security check of private vehicles plying through the link road inside the campus.

The 1-km-long road connecting Paloura to Akhnoor Road passing through the mid of the BSF Jammu Frontier Headquarter, located in the Jammu city, is open for the private vehicles. Though guards are present on both the entry gates, they hardly stop any vehicle for checking.

However, this road is a big relief for the people living in the upper Palaura area as it shortens their distance to Akhnoor Road by 5 km.

On both sides of the connecting road, there are some offices of the BSF officials, an auditorium and residential quarters of the BSF personnel. The BSF has constructed about 12-foot-long walls on the roadsides.

Inspector General (IG)-led BSF Frontier looks after the 198-km-long International Border of the Jammu region.

Ram Awtar, Jammu Frontier BSF IG, admitted that the link road was a security threat to the camp as anyone could enter the campus area in their private vehicle. However, he assured that they had sufficient security system on that road.

“Any road inside the camp is a security threat, we cannot deny that. We have sufficient manpower deployed on it, which could have been utilised somewhere else,” the IG added.

“We do not have any plans to close this road as it was reopened by the court a few years ago,” he said.

﴿يأَيُّهَا النَّاسُ إِنَّا خَلَقْنَـكُم مِّن ذَكَرٍ وَأُنْثَى وَجَعَلْنَـكُمْ شُعُوباً وَقَبَآئِلَ لِتَعَـرَفُواْ﴾

To a question of PDP MLC Firdous Ahmed Tak during the question hour, he said the highest 2,288 infant deaths took place in 2016-17, followed by 2,034 in 2015-16 and 1,578 in 2017-18 up to November 2017.

The minister said, 5,11,662 deliveries have taken place in last three years, Bhagat said, adding while 1,94,632 deliveries took place in 2016-17, 1,91,151 in 2015-16 and 1,25,879 deliveries took place in 2017-18 up to November 2017.

Militants opened fire and lobbed grenades at the Indian Air Force (IAF) facility in south Kashmir’s Pulwama on Tuesday afternoon.

A Srinagar-based Army spokesman said two to three militants opened fire and lobbed grenades around 5:30 p.m. on Tuesday at Awantipora’s Malangpora area.


“The target was Water Pump House outside the IAF premises. The fire was effectively retaliated by the alert sentries. There is no loss of life,” said the spokesman.

Police officials said reinforcements were dispatched to the area and an operation was underway to nab the attackers.

The initial investigation into the Sunjuwan military station attack in Jammu early this month has concluded that the battle-hardened terrorists were from the Federally Administered Tribal Areas (FATA) of Pakistan.

This is the latest trend adopted by Pakistan to keep the troubles high on this side of the border. In an interview with The Tribune, Director General of Police (DGP) Shesh Paul Vaid said all terrorists who had mounted the fidayeen attacks beginning with Uri in September 2016 and the recent one on the CRPF camp in Awantipora were from the FATA region and belonged to the Pakistan based group.

“This is part of the latest strategy of Pakistan to select and send all-time battle-hardened men to this side of the border to escalate the level of violence,” the DGP said. This, he said, could “prove a critical factor in 2018".

"Earlier, Pakistan used to send men from Azad Kashmir or some parts of Punjab. It has taken the level of terror violence to a higher level in 2018. And, that explains the inclusion of men from FATA,” he said.

“It is one of the key concerns for us as it could have ripple effect,” Vaid said, adding that it could raise the level of violence despite the fact that local militancy this year was showing a declining trend. The infiltration attempts last year were the highest in a decade, the DGP said, quoting data of the Multi Agency Centre. "As many as 124 terrorists were successful in coming to this side of the border, though the Army neutralised many infiltrators by their alertness and vigil on the Line of Control. This dwarfs the achievement of the killing of 218 militants last year -- now only four or five top commanders are left while all others have been neutralised. Pakistan has upped the ante.

The police chief said the social media was playing out a lot of distortions. “The social media is serving as a bad communicator of distortions against India. For example the Ikhlaq Khan (beef) episode was projected in a highly distorted manner. India was projected in a bad light, while the fact is that this one episode doesn't represent India. “Pakistan fanned the flames by propagating that the whole India was like this. Impressionable minds fall prey to such propaganda. One episode is relayed on thousands of phones, fuelling anti-India sentiment in the Valley,” he said.

“This sentiment is more palpable and expressions are far more loud than even in the 1990s -- the period regarded as the topmost point of militancy in Kashmir with thousands of guns and militants spread all across the Valley. The shocking part is when it comes from those who draw their sustenance from the government," he said. "A strong deterrent is needed to curb this trend,” he added in a worrying tone.

On giving amnesty to over 9,000 stone throwers despite their attempts to disrupt anti-militancy operations, Vaid said such activities had been take note of and action would be taken against the law breakers. "It will not be a free-for-all situation," he stressed.

“The amnesty granted to first-time offenders doesn’t mean that it is not going to be checked,” he said.

He, however, said no arrests had been made in the latest cases. Explaining the move to grant amnesty to first-time offenders, the police chief said it was essentially for those who because of the propaganda or the situation were lured into stone-throwing but were not habitual stone throwers. “They were facing difficulties in getting no-objection certificates for admission to institutes and getting travel documents,” he said.
