India responded on Thursday to Pakistan Prime Minister Nawaz Sharif’s “four-point peace initiative” with a proposal of its own: give up terrorism. “We do not need a four-point proposal. We need just one: give up terrorism and let us sit down and talk. This will resolve all the problems,” Minister for External Affairs Sushma Swaraj told the United Nations General Assembly (UNGA).
Underlining Pakistan’s failure to bring the perpetrators of the Mumbai attacks to justice, Swaraj, who addressed the UNGA in Hindi, said India remained open to dialogue but this could not go hand in hand with terrorism.

“None of us can accept that terrorism is a legitimate instrument of statecraft. The world shared our outrage at the 2008 Mumbai terrorist attacks in which citizens of many nations were helplessly butchered. That the mastermind behind the attacks is walking free is an affront to the entire international community,” she said.

Alluding to the recent terrorist attacks in Gurdaspur and Udhampur, Swaraj said not only had Pakistan not honoured past assurances, but there had been new cross-border attacks in which two terrorists from Pakistan had been caught.

The minister said India had wanted to hold talks at the level of the National Security Advisors (NSAs) and Director Generals Military Operations (DGMOs) of the two countries. “If their response is serious and credible, India is prepared to address all outstanding issues through dialogue,” she said.
Describing terrorism as the greatest threat facing the world today, she said it could only be defeated by organised international action. She made a push for the UN to adopt the comprehensive convention on terrorism that was drafted by India and has been in the works since 1996.
“The world must demonstrate that it has zero tolerance for terrorists who kill and maim innocent civilians, with action based on the principle of prosecute or extradite. Countries that provide financing to terrorists and safe havens for their training, arming and operations must be made to pay a heavy price by the international community,” she said.
Swaraj said it would be appropriate for the UN to adopt the convention, which would provide a legal framwork to deal with international terrorism, in its 70th year. The convention has been controversial because of the disagreement over defining terrorism.
On Wednesday, Sharif had attacked India from the UN rostrum for “fomenting instability” in his country and what he called the “occupation” of Kashmir, praised China for being “a model of south-south cooperation”, and proposed a “four-point plan” toward peace.
Using its “right of reply”, India today described Pakistan as “the occupier in question” in J&K, and called attention to its reservations about the proposed China-Pakistan economic corridor “passing through Indian territory illegally occupied by Pakistan for many years”.
The first secretary at India’s Permanent Mission to the UN made the reply. The “heart of the matter”, India noted, “is a state that regards the use of terrorism as a legitimate instrument of statecraft” whose “consequences have spread beyond the immediate neighbourhood”.
In a direct response to Sharif’s finger pointing at India for the instability in Pakistan and his claim that his country was the primary victim of terrorism, India said it was “not uncommon for states, when confronted with serious challenges, to shift responsibility on others. That is the case with Pakistan and terrorism, reflecting the inability to recognise that this is a homegrown problem that has begun to bite the hand that fed it”.
With some sarcasm thrown in, the statement noted that “(we) agree that terrorism has underlying causes, in this case poverty of wisdom and ignorance of consequences”.
India said the ceasefire violations at the Line of Control (LoC) and International Boundary were taking place “to provide cover to terrorists crossing the border. It needs no imagination to figure out which side initiates this exchange”.

India calls Pakistan 'prime sponsor of terrorism'

New Delhi: Indian media has started spewing venom, after Prime Minister (PM) Nawaz Sharif raised Kashmir issue in his address to the 70th General Assembly session of the United Nations (UN) in New York.

Indian media has reported that Nawaz lied to the world and distorted the reality of the matter. The media outlets also criticised that PM’s entire speech revolved around Kashmir dispute. However, former Indian ambassador said that such a speech by Pakistani PM has been delivered for the first time in history and India must respond to it.

Indian Foreign Ministry spokesman Vikas Swarup in a series of tweets called, Pakistan ''prime sponsor of terrorism,'' and asked Islamabad to vacate the part of Kashmir it has occupied, virtually laying down a new paradigm for any resolution of the issue.

''Pakistan is not primary victim of terrorism, but of its own policies. It is in fact the prime sponsor of terrorism. Pakistan's instability arises from its breeding of terrorists. Blaming neighbors is not a solution,'' Vikas Swarup said in tweets on Wednesday.

"To de-militarize Kashmir is not the answer, to de-terrorize Pakistan is," Swarup blasted.

Permanent Mission of India to the UN exercised its right to reply and stated that Pakistan has portrayed a false picture of the reality in the region. The statement issued by the Ministry of External Affairs of India stated that India has a reservation over China-Pakistan Economic Corridor (CPEC) only because it uses Indian Territory “occupied” by Pakistan for years.

Even if terrorism is solved, India would invent new excuses to be the cry baby on the block...the latest of which is CPEC...India has a tactic called "Cry Diplomacy"...

Brahamdagh Bugti stated in a 2008 interview that he would accept aid from India in his terrorist activities in Baluchistan.[19] Pakistan has repeatedly accused India of supporting Baloch rebels,[20][21] and Wright-Neville writes that outside Pakistan, some Western observers also believe that India secretly funds the Balochistan Liberation Army (BLA).[22] In August 2013 US Special Representative James Dobbins said Pakistan's fears over India's role in Afghanistan were “not groundless".[23]

A diplomatic cable sent Dec. 31, 2009, from the U.S. consulate in Karachi and obtained by WikiLeaks said it was "plausible" that Indian intelligence was helping the Baluch insurgents. An earlier 2008 cable, discussing the Mumbai attacks reported fears by British officials that "intense domestic pressure would force Delhi to respond, at the minimum, by ramping up covert support to nationalist militants fighting the Pakistani army in Baluchistan."[24] Another cable dating back to 2009 showed that UAE officials believed India was secretly supporting Tehreek-e-Taliban insurgents and separatists in northwest Pakistan.[25]

In 2011, the Guardian published an article which mentioned that India is a safe haven for many Hindutva terrorists and that the Indian Government has turned a blind eye to many Saffron terror groups that operate within its territory. It urged the Indian Government to crack down on various terror groups that operate with impunity.[26]

In 2015, Chinese authorities have notified and cautioned Pakistani authorities of a possible terror attack aimed at making the China–Pakistan Economic Corridor project a failure. According to China, Baluch insurgents with ties to India's Research and Analysis Wing plan on sabotaging some key projects particularly on the eastern alignment; Gwadar toQuetta, where work has already started. “The Chinese have sounded a note of 'caution' soon after reports suggested foreign agencies’ support to militants,” said the official, who attended an important meeting discussing key issues relating to Gwadar Port and the economic corridor at the Ministry of Defence. He further said, “The Research and Analysis Wing (RAW), with other hostile agencies, is at the frontline to sabotage this project, that is what Chinese intelligence agencies shared with us.”[9][27]

  • On night between February 17-18, 2007 at least 68 people, mostly Pakistanis, were killed in a series of explosions and a resultant fire on Pakistan-bound train in the northern Indian state of Haryana, near Panipat, about 80km north of Delhi. Initial investigations blamed the Pakistan-based LeT (Lashkar-e-Tayaba) and JeM (Jaish-e-Muhammad), so much so a Pakistan national, Azmat Ali, was also arrested in this connection…Later it was found by the police that right-wing Hindu activists and an Indian army officer Colonel Prohit had a significant role in not only the Samjhauta Express bombing but also in the Malegaon and other similar terrorist incidents. The confessions of Swami Aseemanand have now further confirmed the Hindutvaradicals’ role in terrorism.
  • In the Makkah Masjid blast on May 18, 2007, 14 people were killed and as a reaction around 80 Muslims were initially rounded up by the police. The bombs are believed to have contained a deadly mix of RDX and TNT, in proportions often used by the Indian army.” CBI director Ashwani Kumar told the media that an activist named Sunil Joshi“played a key role in orchestrating the Ajmer blast and a set of mobile SIM cards that had been used in activation of the bomb-triggers in the Makka Masjid blast was used again in the Ajmer blast. ..India’s National Investigating Agency (NIA) filed a case in a court accusing 11 Hindus and members of the ultra-right-wing Sanathan Sanstha, of masterminding and executing the October 2009 Margao blast.
  • In Ajmer Sharif Blast on October 11, 2007 ,3 people died. In 2010, Rajasthan ATS arrests Devendra Gupta, Chandrashekhar and Vishnu Prasad. Initial arrests of Abdul Hafiz Shamim, Khushibur Rahman, Imran Ali linked to HuJI, LeT could not be proved. Again in Malegaon 2nd Blasts in September 2008 in which 7 died Pragya Singh Thakur, Lt Col Srikant Purohit and Swami Amritanand Dev were found involved.
This shows a glimpse of investigation handling in India however more can be understood by a statement of Mumbai advocate Mihir who said: “It is believed that CBI is seeking directions from the home ministry to see the Ajmer, Makkah Masjid, Malegaon and other blasts in conjunction, after there has been no conclusive evidence of the involvement of Islamic groups”.

When was the last time a proven Pakistan affiliated terrorist was caught in India???
Even if terrorism is solved, India would invent new excuses to be the cry baby on the block...the latest of which is CPEC...India has a tactic called "Cry Diplomacy"...

Indian Terrorism

Brahamdagh Bugti stated in a 2008 interview that he would accept aid from India in his terrorist activities in Baluchistan.[19] Pakistan has repeatedly accused India of supporting Baloch rebels,[20][21] and Wright-Neville writes that outside Pakistan, some Western observers also believe that India secretly funds the Balochistan Liberation Army (BLA).[22] In August 2013 US Special Representative James Dobbins said Pakistan's fears over India's role in Afghanistan were “not groundless".[23]

A diplomatic cable sent Dec. 31, 2009, from the U.S. consulate in Karachi and obtained by WikiLeaks said it was "plausible" that Indian intelligence was helping the Baluch insurgents. An earlier 2008 cable, discussing the Mumbai attacks reported fears by British officials that "intense domestic pressure would force Delhi to respond, at the minimum, by ramping up covert support to nationalist militants fighting the Pakistani army in Baluchistan."[24] Another cable dating back to 2009 showed that UAE officials believed India was secretly supporting Tehreek-e-Taliban insurgents and separatists in northwest Pakistan.[25]

In 2011, the Guardian published an article which mentioned that India is a safe haven for many Hindutva terrorists and that the Indian Government has turned a blind eye to many Saffron terror groups that operate within its territory. It urged the Indian Government to crack down on various terror groups that operate with impunity.[26]

In 2015, Chinese authorities have notified and cautioned Pakistani authorities of a possible terror attack aimed at making the China–Pakistan Economic Corridor project a failure. According to China, Baluch insurgents with ties to India's Research and Analysis Wing plan on sabotaging some key projects particularly on the eastern alignment; Gwadar toQuetta, where work has already started. “The Chinese have sounded a note of 'caution' soon after reports suggested foreign agencies’ support to militants,” said the official, who attended an important meeting discussing key issues relating to Gwadar Port and the economic corridor at the Ministry of Defence. He further said, “The Research and Analysis Wing (RAW), with other hostile agencies, is at the frontline to sabotage this project, that is what Chinese intelligence agencies shared with us.”[9][27]




    • On night between February 17-18, 2007 at least 68 people, mostly Pakistanis, were killed in a series of explosions and a resultant fire on Pakistan-bound train in the northern Indian state of Haryana, near Panipat, about 80km north of Delhi. Initial investigations blamed the Pakistan-based LeT (Lashkar-e-Tayaba) and JeM (Jaish-e-Muhammad), so much so a Pakistan national, Azmat Ali, was also arrested in this connection…Later it was found by the police that right-wing Hindu activists and an Indian army officer Colonel Prohit had a significant role in not only the Samjhauta Express bombing but also in the Malegaon and other similar terrorist incidents. The confessions of Swami Aseemanand have now further confirmed the Hindutvaradicals’ role in terrorism.



    • In the Makkah Masjid blast on May 18, 2007, 14 people were killed and as a reaction around 80 Muslims were initially rounded up by the police. The bombs are believed to have contained a deadly mix of RDX and TNT, in proportions often used by the Indian army.” CBI director Ashwani Kumar told the media that an activist named Sunil Joshi“played a key role in orchestrating the Ajmer blast and a set of mobile SIM cards that had been used in activation of the bomb-triggers in the Makka Masjid blast was used again in the Ajmer blast. ..India’s National Investigating Agency (NIA) filed a case in a court accusing 11 Hindus and members of the ultra-right-wing Sanathan Sanstha, of masterminding and executing the October 2009 Margao blast.



    • In Ajmer Sharif Blast on October 11, 2007 ,3 people died. In 2010, Rajasthan ATS arrests Devendra Gupta, Chandrashekhar and Vishnu Prasad. Initial arrests of Abdul Hafiz Shamim, Khushibur Rahman, Imran Ali linked to HuJI, LeT could not be proved. Again in Malegaon 2nd Blasts in September 2008 in which 7 died Pragya Singh Thakur, Lt Col Srikant Purohit and Swami Amritanand Dev were found involved.
This shows a glimpse of investigation handling in India however more can be understood by a statement of Mumbai advocate Mihir who said: “It is believed that CBI is seeking directions from the home ministry to see the Ajmer, Makkah Masjid, Malegaon and other blasts in conjunction, after there has been no conclusive evidence of the involvement of Islamic groups”.
