True, but irrelevant as shown by China. In times of conflict such assets can and will be targeted.
US, China and Russia have so flagrantly abused long held UN treaties and conventions with impunity that they hold no weight. UNCLOS is a joke and Indian submission to it in the Italian Marines case is a serious blow to sovereignty which would have long term implications.
