His younger brother Jagdeep Singh (19) said, “We got a call around 11.30 am. I was also preparing to join the Army, but after this, my family told me they would never allow me to appear in any recruitment rally. I had already attended two rallies, but could not get through.”

“Ever since he joined the Army, he was posted in J&K. He had come home six months back and was scheduled to come home in the first week of February. Our elder sister has got engaged and her marriage date was yet to be fixed. He was coming so that family could finalise the wedding. But who knew that we will see this day.”

Mandeep was posted with the 22 Sikh Regiment. His mortal remains will arrive in the village on Sunday. Bikramjeet Singh Shergill, SDM Lehragaga said, “We understand the loss of the family. According to information, Mandeep’s mortal remains will arrive on Sunday . Our team is already with the family to help them at this difficult hour.”

Died of a shot from service weapon

Mystery shrouds the death of a Border Security Force (BSF) jawan in West Bengal’s Cooch Behar district, who apparently died of a shot from his own service weapon. The body of 25-year old Arvind Kumar, his hands and feet tied with a rope, was found near a border outpost on Thursday under the Sahebganj police station of Dinhata Block of Cooch Behar district.

Almost three days later, it is still not clear who is behind the death.

“There is nothing conclusive so far, but we have some crucial evidence and we are working on them,” Bholanath Pandey, Superintendent of Police, Cooch Behar, told The Hindu.

Besides the service weapon, a few other sharp weapons were recovered from the spot. Investigators are looking at the possibility of smugglers being behind the incident.

West Bengal shares over a 2,216 km border with Bangladesh and three frontiers of the BSF— the South Bengal frontier, North Bengal Frontier and Guwahati Frontier — guard the border. Smuggling of cattle and fake Indian currency notes is common along the border. In the South Bengal frontier alone, five personnel have been killed by cattle smugglers and about 150 injured since 2014.

Prevention of Suicides by Soldiers

Defence Institute of Psychological Research (DIPR) has completed research projects that focused on identifying factors causing suicides among troops deployed in Field and Peace areas. DIPR has found in its studies that not getting timely leave was one of the stress factors triggering suicidal behaviour. However, posting in difficult areas has not been highlighted as a factor triggering suicide in the study.

Through these studies, DIPR has given certain recommendation to deal with stress and suicidal behaviour. These recommendation include: rationalizing grant of Leave, counselling at the time of leave, decrease workload, reduction in tenure of deployment, increase in pay and allowances, improvement in living conditions, building better interpersonal relations between the officers and men, training programmes in stress management and psychological counselling, enhancing basic and recreation activities and redress of grievances.

Various steps have been taken by the Armed Forces to create healthy / appropriate environment for their Officers and Other Ranks. Some of these steps are as under:-

  • Provision of better quality of facilities such as clothing, food, married accommodation, travel facilities, schooling, recreation etc. and periodic welfare meeting.
  • Conduct of yoga and meditation as a tool for stress management.
  • Training and deployment of psychological counsellors.
  • Institutionalization of projects ‘MILAP’ and ‘SAHYOG’ by Army in Northern & Eastern Command to reduce stress among troops.
  • A ‘MansikSahayata Helpline’ have been established by Army & Air Force to take professional counselling.
  • Mental Health Awareness is provided during pre-induction training.
  • Formation of Military Psychiatry Treatment Centre at INHSAsvini and establishment of Mental Health Centres in Mumbai, Visakhapatnam, Kochi, Port Blair, Goa and Karwar.

Capt Kapil Kundu (Gurugram)
Chandigarh, February 5

Captain Kapil Kundu, who was killed in Pakistani shelling along the LoC in Rajouri district of Jammu and Kashmir yesterday, was to visit home on his 23rd birthday on February 10. Capt Kundu was a resident of Ransika village near Pataudi in Haryana’s Gururgram district.

His mother, Sunita, 52, who was struggling to hold back her tears, said her son loved an adventurous life. “Kapil was to visit us on his birthday. He always used to surprise me and tell his sisters first about his visit,” she said. He had visited the family in November.

Sunita Kundu lost her husband Lala Ram Kundu when Kapil Kundu was just 15. Now pain and anger rage inside her heart at having lost her son.

The increase in Cease Fire Violation in J&K has been precipitated by the nefarious designs of Pakistan in perpetrating violence and creating instability in the region. These nefarious designs of the enemy are being defeated through proactive and determined actions by the Army both along the LC and hinterland. Regular review of security situation is carried out and necessary changes in our strategy is made continuously to defeat the nexus.

Appropriate retaliation to these ceasefire violations has been carried out wherever necessary. During ceasefire violations, the inhabitants of border villages which are vulnerable to shelling / firing are shifted to safer locations to prevent any loss of life. All arrangements are made for free boarding, lodging, medicare, water, electricity, food, sanitation and transport to safer places in such cases. The defences along the border are adequately fortified to withstand fire. Continuous improvements, including the usage of modern technology, in the defences are made to make them more robust and resilient.
