More than 12 hours after a jawan of Indian Army’s Parachute Regiment went missing during routine training near an airbase in Odisha’s Cuttack district, police and rescue personnel recovered his body from deep waters of a dam Sunday afternoon.

Siring Dhaba (35) had jumped from an aircraft during a night training programme on Saturday. While other jawans came back a few hours later, Dhaba did not. His helmet and parachute were found near Haripur dam in Dalijoda forests about 40 km north of Bhubanneswar on Sunday morning. Dhaba hailed from Karnataka. His body was sent for post-mortem.

The Parachute Regiment is based in Bengaluru. No army officials were immediately available for comment.

Sunil Rajwar of National Disaster Response Force (NDRF), who was part of a joint search and rescue team for Dhaba, said divers fished out the body.

Asked about the likely cause of the tragedy, Cuttack deputy commissioner of police, Akhileswar Singh, said, “We will know the details after a thorough probe.”

The Parachute Regiment is an elite volunteer force of the Indian Army.

Your mandate is to uphold rule of law in our democratic polity, says President to IPS trainees

A group of officer trainees of the 69 RR (2016 Batch) of the Indian Police Service, from the Sardar Vallabhbhai Patel National Police Academy, called on the President of India, Shri Ram Nath Kovind, today (November 13, 2017) at Rashtrapati Bhavan.

Addressing the officer trainees, the President said the Indian Police Service is one of the pillars of our national administrative system. As members of an All-India Service, they will no doubt serve in individual states – but they will represent a national idea. Their mandate is to uphold a common concept of the rule of law and of our democratic polity. In that sense, they are guardians of not just public order and honest conduct – but of the majesty of the law. The President called upon the officers to discharge their duties without fear or favour, and without time delays. He stated that as professional civil servants, they should be unafraid to give the political executive honest and unbiased advice. Their holy book and their constant guide must be the Constitution.

The President said that technology is both a challenge and a tool for policing. While it expands avenues for crimes, technology also allows the police to do its duties with greater efficiency. It allows the citizen to interact with the police force – and even to lodge a complaint – from the comfort of his or her home and computer or mobile phone. He called upon the officer trainees to encourage this process. He stated that the ideal police system is one where the citizen gets his due service from the police without needing to visit the police station.

National Conference (NC) provincial president and Nagrota MLA Devender Singh Rana today lambasted the state government for showing disrespect to martyr Sohanlal Bhagat by not deputing any minister for attending his funeral.

“The braveheart hailing from Sarah Pargalta, Bajalta in Nagrota Assembly constituency, who attained martyrdom in Manipal, deserved a befitting send-off for his bravery but the insensitive Jammu and Kashmir Government chose otherwise,” Rana said after last rites of the martyr were performed at his ancestral village.

The MLA drew contrast of the martyrdom of Assam Rifles jawan Sohanlal Bhagat with his fellow soldier Inder Singh, who too attained martyrdom along with him when a suspected improvised explosive device exploded on November 13 at Chandel town in Manipur’s Chandel district. He said the latter was given a state funeral by the HP Government in Mandi. “This is how martyrs are respected,” he added.

Rana, who was at Bhagat’s village when the Army escorted his mortal remains there around 10 pm yesterday, expressed resentment that the state government did not even show the courtesy of ensuring the local police’s presence when Bhagat was brought home. The MLA sought an immediate ex gratia of Rs 25 lakh to the next of kin, a residential plot and job to one of his family members.

Four men shot dead an army jawan in front of his father and two children in Haryana’s Jhajjar on Friday night.

The victim, Joginder Kumar (30), who was a sepoy posted in the army’s ordnance depot in Jammu and Kashmir’s Udhampur district, sustained 14 bullet injuries in the attack.

The police said Joginder had come home a fortnight ago on a month-long leave. He was strolling on the road near his house with his father and two little children on Friday when four miscreants came in a Fortuner car and opened fire at him.

“He was walking some 50 metres ahead of me with his son and daughter when four people got out of a car and opened indiscriminate firing at him. It all happened in front of my eyes. I ran towards him, but by the time I reached he had died and his killers had fled. I read their car number as DL 8C-5001,” said Dharamraj Singh, Joginder’s father, in his statement to the police.

The police said Joginder’s children fortunately did not suffer any bullet injury, but his two-year-old daughter Kanika had to be rushed to hospital as she fell down and got hurt.

Beri police station in-charge Sandeep Kumar said Joginder’s elder brother Rajpal is facing multiple cases of murder and is presently lodged in jail.

“Our investigation is going on, but prima facie it seems Joginder has become the target for his brother’s enmity,” he said, adding that no arrest has been made so far.
