The Indian Army is set to deploy its troops for patrolling and staging flag marches in the Jammu & Kashmir valley to quell the unrest that has killed 60 civilians and imposed a curfew for over 32 days and swiftly bring the Valley back to normalcy.Army sources confirmed to dna that a decision has been finalised. “Army will be deployed on major highways and at sensitive points and an elaborate plan is being worked out at the headquarters level (in Delhi)," said an official who did not wish to be identified.

The Army has already moved in to secure crucial roads near Sopore and Narabal to protect the strategic Srinagar-Baramullah-Kupwara highway in north Kashmir. The move to deploy the Army is being considered in view of the growing apprehensions of militant attacks or violent protests by locals close to Independence Day -- observed as 'black day' in Kashmir-- and the end of Amarnath yatra next week.

The Army deployment move was apparently conveyed to chief minister Mehbooba Mufti on Monday when she met central leaders, including home minister Rajnath Singh.

Sources close to her told dna that she has pleaded for exploring political options rather that military use. Such is the disconnect that while elements in her government, just a few days ago, were upbeat that separatists had relaxed strike after 6 pm in north Kashmir, claiming it a result of behind-the-scene efforts, security agencies ordered night curfew, stripping this initiative. Over past few days, besieged people used to move after 6 pm and even coaching institutes to teach students had reset their timings. Those behind the idea were of the opinion that, over the last few days, a gradual relaxation would have brought the situation under control in north Kashmir, which didn’t saw many deaths like south Kashmir.

This is the second time in five years that the Army is being called in to assist security forces. The strategy of bringing in the Army-- primarily engaged in counter-insurgency operations and guarding sections of the Line of Control with Pakistan-- for restoring order was taken by the Omar Abdullah government in 2010 when the Valley erupted into a three-month long cycle of violence as 116 youths were shot dead by security forces. While flag marches were carried out in Srinagar and Baramullah, General V K Singh, then Army Chief, refused state government request for a bigger role on deploying army in civilian areas and to enter into Sopore, the hotbed of unrest in 2010 following protests over fake encounter in Macchil.

A major deterrent in bringing in the Army is the rules of engagement. The Army's Victor Force in Awantipora (south Kashmir) and Kilo Force in Kupwara (north Kashmir) have been working out a coordination plan to disallow mob and protester -mobilisation efforts by protestors.

"The Army has been tasked to take over what is called in security parlance Highway Domination and Corridor Protection," a source added.

In turbulent south Kashmir, in parts of Pulwama, Shopian, Tral and Anantnag, young boys and men have taken control of streets where entry is restricted. Roads are blocked with large stones, burnt tyres and logs of trees and local youths take turns to patrol the streets and keep vigil against nocturnal raids.

The killing of the local Hizbul commander Burhan Wani in the village of Bamdoora on July 8 led to spontaneous outpouring of grief and rage against the security forces. Some of the worst violence in the early days of the unrest took place in parts of south Kashmir, with the police shooting over 20 and mob setting fire to police stations and military outposts. That the region is also the bastion of the ruling PDP and the Mufti family is adding to the constraints faced by the administration.

Sections favuoring Army deployment argue that strict enforcement of curfew will bring down violent clashes and minimise casualties that can set fatigue among protesters, like in the previous cycle of violence.

A senior CRPF official, on condition of anonymity, said the presence of Army will help in resuming day-time traffic on the national highway and restoring connectivity. “Stone- pelters and protesters are a major concern. For now, we are forced to carry vehicle movement only at night, that includes escorting Amarnath yatris,’’ he said.

Islamabad: Pakistan on Thursday said it has written to the Arab League highlighting "horrific" Indian brutalities in Kashmir and asked its member countries to intervene.

Advisor on Foreign Affairs Sartaj Aziz in a letter to the Secretary-General of Arab League, Ahmed Aboul Gheit, said the current unrest in the Valley was a "manifestation of continued and long-held alienation" of the Kashmiris, the Foreign Office (FO) said.

"The Advisor underscored that India has unleashed a reign of terror against the innocent and defenceless civilians since the extra-judicial killing of a young Kashmiri leader Burhan Wani," the FO said.

The Advisor also emphasised that the current situation in Kashmir is the result of the continued denial by India of the right to self-determination of the Kashmiris that was promised to them by the United Nations Security Council in the relevant resolutions.

Aziz also said the spontaneous and massive uprising is a manifestation that the Kashmir struggle is totally indigenous which cannot be equated with terrorism.

The Arab League countries were also urged to call upon India to immediately stop the "bloodshed and massacre" in Kashmir and implement the pending UNSC resolutions.

The letter is the latest attempt by Pakistan to involve the international community in the Kashmir issues. Earlier, Pakistan also wrote to the UN about the situation in Kashmir.

The mix of political solution and iron hand tactics would do wonders under present conditions. Separatists needs to be dealt firmly but people also needs a bit of normalcy. It would make sense to relax curfew, ease the restriction and try to get back the businesses, shops and school/tution, bus services etc to operate normally. That posture will help much more.

Of course such moves would be resisted by elements who will create mischief.. need to deal with them firmly and ensure we can continue this back to normalcy roadmap.

1. Tomorrow is the all party meeting. This is for the eyes only as this cannot achieve anything as Pakistan is fully involved in this.
2. By this time Intelligence agencies must have located in which house who and how many outsiders are staying.
3. They must have taken photos of each and every outsiders who are showing up in the crowd.
4. They will seal the entire 5-6 districts, cut the cables, no news nothing.
5. The Rats will be smoked out, this time no Kashmiri Indians, but those who are hiding.....Pakistanis.
