Russia is the only exception when it annexed Crimea.
Indians realize that the world will step in within the first few steps of the escalation ladder. Earlier Pakistan conducted their own strikes thru non-state actors and India had to absorb such strikes to prevent escalation. Now it realizes that it too can strike back. That should give some pause to Pakistan and its proxies.

Pakistan has not dared to send its forces into India since they snuck into Kargil 20 years ago and ran back when they got pounded.
