The secret to Japanese model is , all regions are equally developed so people don't migrate and over crowd main city like Lahore or Karachi

Load is distributed across all country not just 1-2 city

They love to live in their own zone and cities which have jobs , schools , hospitals and water


Pakistan can be divided into 90 Provinces with 1-2 main cities in each province
Similar to Japanese model

Japan as I said before has 47 regions , and it is half as big as Pakistan

Pakistan can easily be divided into 97 zones

Each city gets it's own budget
We need to forget concept of 4-5 provinces and adopt the Japanese style small zones

Each city can be allocated a zone of 100 miles
Each city gets budget allocation (Confirmed budget + Bonus budget from Income tax paid from citizen of city)

Why wasting your time on internet forums you have guts go do something on the ground

You can create a million provinces but it's not going to solve what's inherently wrong in the first place which is corruption.

The primary issue is not corruption but depriving the populace of the devolution of administrative and financial autonomy at the grass root level .

Gradually for Administrative purposes and not on ethnic lines.
