That is obvious:
1. Rival political parties / movements
2. Foreign (intelligence) agencies
3. International NGO's

Problem is with our media, they are supporting pashteen group on this.

On political & administrative side, the genuine issues of the locals must be solved (if they are legitimate).

But on the other end, there should be a strong crackdown against PTM.
