Here are my few other thoughts

1. I do not believe the parents did not notice anything different in him, now if they don't pay any attention to him that is an other story & might have been a cause to this action by the boy.

2. How did he get Rs.15,000 ? did he stole it ? or ask for it ?

3. When he was leaving with a bag full of cloths, why was he not stopped ?

4. There is something either you or his family are not telling here ... I do believe the family is hiding something ... I dont know what ... but this scenario is not the whole truth.. call it professional judgment

He was scolded little bit after 9th final exam by his father for dropping in posission but not much. When he share his thoughts of leaving with his mother she took it seriously and engaged him positively both his parents hold master degrees and know how to treat school children very well.
I believe some of his friend miss guided him for this adventure.
