He is illegitimate because he was not president . he was interim president and he had only one duty . held an election so people of Yemen can choose a president but he decided to extent his term after the two years for another one year and all other groups obliged him no matter how dissatisfied they were about it . but when after 9 month he again said he don't want to hold an election and he want to extend its term it become clear to anybody that he want to be another hadi .
That's why he is illegitimate his term was finished one years before the uprisings .
