why didn't he just go and complain about that issue with brigade commander or higher authorities in army to get his issue resolved through higher authorities...

First of all he is not from Army o he cannot go to a brigade commander.

Also the issue here is his family land was confisticated for tresspasing/encroachment and BSF or any other org has No jurisdiction over it as it is under District Magistrate.

Wrong do happen here to soldiers and they need to fight back within civil law. Its India and not army owned Pakistan.

Why should he go to his superiors in the BSF? Sure the victim is from BSF but the matter should be dealt by the police and they will check with the facts and justice will be served to this soldier by the police.
