That's a very interesting question.
USA is a super power because it's institutions and governance system in general is very strong. Those few individuals or institutions which makes a difference are doing their jobs pretty good. But they do not represent an average american and hence the majority of their population.
In my personal observation I've found an average citizens of other countries even from the so called third world more smarter,less ignorant ,more educated and well informed than americans.
Despite having those qualities they don't enjoy the superior status like americans do on global stage because their institutions are corrupted and less effective or developed countries like USA attract all their talented individuals and resources towards them through immigration.
