I agree with you but I don't see it is gonna happen in near future.
I don't think India will agree any third party interference in this matter

It is already happening..... Both agencies get in touch with each other thru CIA... especially after 26/11

No third party is required .just need sincere will of both Govt's.

Let me add few more things

- bilateral trade
- more social, economical & cultural relationship
