The Madhya Pradesh government is “seriously” considering installing electric fencing around its 122 jails to enhance prison security in view of the daring Bhopal jailbreak by eight Students Islamic Movement of India (SIMI) activists.

The eight SIMI undertrial activists had escaped from the high-security Central jail here after killing a head constable on the intervening night of October 30-31. They were subsequently killed in an alleged encounter on the outskirts of the city on October 31.

Conflicting versions

After the encounter, conflicting versions from police and state Home Minister surfaced, leading to allegations that it might be fake.

“A top official has already left for Chhattisgarh to study the electric fencing of the jails in the wake of the Bhopal jailbreak. We are seriously thinking about following suit of the neighbouring state,” M.P. Prison Director General (DG) Sanjay Choudhary told PTI on Sunday. He, however, did not disclose the name of the official who has left for Chhattisgarh.

The security audit of the MP jails is under way, after which measures will be taken to ramp up the security of prisons, the DG said.

Asked about the Madhya Pradesh government’s move to increase the height of boundary walls of the prisons across the State, Mr. Choudhary said all these things would be done after taking into account the security audit report of the jails, which is currently under way.

“We are not going to enhance jail security on piecemeal basis, rather we are going to initiate measures in one go after the report of jail security audit,” he added.

Judicial probe

Earlier, the State government had ordered a judicial probe into the sensational jailbreak and the alleged encounter. The probe will be conducted by retired High Court Judge Justice S.K. Pandey.

Hyderabad: Two prisoners escaped from Warangal Central Jail in Telangana early on Saturday, police said. A manhunt is on to nab the convicts.

The jail break at the high security prison in Warangal district is believed to have occurred between 2.30 a.m. and 4 a.m.

Sainik Singh, a native of Uttar Pradesh and Rajesh Yadav of Bihar, scaled the prison wall with the help of bedspreads and escaped.

Both convicts were shifted from Cherlapally Jail on the outskirts of Hyderabad to Warangal Central Jail a couple of months ago as they were involved in fighting with prison staff.

Sainik Singh was convicted for five years in theft of an AK-47 rifle while Rajesh Yadav was serving life sentence for a murder.

Police launched a hunt for the notorious criminals in Warangal and surrounding districts. Officials said a tight vigil was being kept at bus and railway stations.

The jail break sent shock waves in the prison department. Senior officials rushed to the jail and began an investigation.


A probe is on to find out how they managed to break open the cell and scale the high walls without being noticed by the guards.


The officials were also trying to find out if CCTV cameras were functioning. They are suspecting that the wires atop the compound wall were not electrified at the time of the escape.

Madhya Pradesh government has suspended Morena prison jailor Vijay Maurya and five other officials and employees a day after two under trial prisoners escaped from the district facility. A SIT has also been constituted to inquire into the incident, a top police official said today. Police have also declared a reward of Rs 10,000 on each on two escaped prisoners. “Prima facie, it appears to be carelessness on the part of Jailor Vijay Maurya, Deputy Jailor Basudev Manjhi, chief warder Dataram and three warders Ramavtar, Brijendra Parmar and Phool Singh, who were on duty and therefore, they are placed under suspension,” Additional Director General (Jails) G R Meena said after inspecting the jail premises in Morena on Tuesday.

Ujjain prison jailor Sunil Sharma would be new jailer of Morena jail, he said. Monday morning, two undertrial prisoners–Omprakash Jat (36), who is awaiting trial in a murder case and Anil Rathore (26), an accused in a rape case– dug a hole into a closed cemented entry leading to a staircase to slip out from the district jail . Meena informed that a magisterial enquiry was also ordered by district magistrate (DM) Vinod Sharma into the incident.

“DM has ordered magisterial inquiry into the escape. This inquiry would be conducted by ADM Vivek Singh,” he added. ADG (Jails) also informed that a SIT (special investigation team) headed by Gwalior prison jailor was also constituted to investigate into the jail break. Meena said the work of installing CCTV cameras would also be started soon.

“The work of installing the CCTV cameras in this jail would be taken up on priority now. An amount of Rs 10 lakh was also sanctioned for maintenance and repairing the jail facilities,” he added. On the other hand, district police have announced a reward of Rs 10,000 of each of two escaped prisoners.

Last year, eight SIMI men awaiting trial had escaped from highly-fortified Bhopal Central Jail on Diwali night after killing a warder. They were subsequently killed in an alleged encounter with police on the same day. Meena claimed that security of the state jails have been ramped up across the state after the Bhopal jailbreak.
