Sea Water Desalinization is possible but it is way too expensive to be feasible. We cannot afford it. Those funds can be used to preserve fresh water instead.
As for making electricity. Water don't make electricity directly, Its the FLOW of water.The Flowing Water Energy helps push the turbines to rotate and them that create electricity.

how do you plan to do that with sea water that is already at sea level,the lowest level?

The way electricity is made from sea water is by heating it till it turns into steam, that steam pushes a turbine to generate electricity. Once the steam exists the turbine, you cool it, and you have desalinated water.

This way you have both, water & electricity.

There been alot of development in reverse osmosis. American engineers have some key improvement. It's cheaper now than thermal desalination. The Isreali built a couple of these reverse osmosis plants. Now they sit pretty while the Palestinians and neighbouring Arab states dry up.
