Ahead of Modi's US visit, NYT says 'India's NSG membership not merited'

Even as Prime Minister Narendra Modi makes a final push for India's entry to the Nuclear Suppliers Group during his visit to the United States, the New York Times has published an editorial advocating No Exceptions for a Nuclear India.

The editorial says that India should be required to meet the NSGs standards, including opening negotiations with Pakistan and China on curbing nuclear weapons and halting the production of nuclear fuel for bombs.

The editorial reasons itself by arguing that India has not proved its willingness to take a leading role in halting the spread of nuclear weapons, but without substantiating this claim or suitably explaining why it feels that India is unwilling to play this role.

The standards are stated in the article: "All group members have signed the Nuclear Nonproliferation Treaty, either as nuclear weapons states (the United States, Britain, France, Russia, China) or as non-nuclear weapons states (everybody else). India has refused, which means it has not accepted legally binding commitments to pursue disarmament negotiations, halt the production of fissile material for nuclear weapons and not test nuclear weapons."

Conditions need to be met before membership can be granted. It has also pointed to specific details: "As part of the 2008 deal, the Indians promised they would be “ready to assume the same responsibilities and practices” as other nations with advanced nuclear technology. But they have fallen far short by continuing to produce fissile material and to expand their nuclear arsenal."
I know it is a touchy subject, but coming to terms with facts and actually working on them accordingly is the only realistic way to achieve a goal. If India met the pre-conditions, even China won't able to veto India's membership bid for long. However, as it stands, China can plainly say that India does not meet the conditions, and any amount of lobbying from the U.S. won't able to change that.
