Pakistan should introduce points based immigration system to absorb them into Pakistan..

Points can be given taken into consideration the following factors:

1 - Education (of main applicant + his dependents)
2 - Assets of the family
3 - Readiness to move into less developed areas from main cities for a limited number of years
4 - Medical history (negative points)
5 - Criminal history (negative points)
6 - Any distant relationship with any known terrorist (negative points)

Most importantly a sworn affadavit that he accepts the inferior DaalKhor and Punjabi Ghulaam as full human beings and that the Durand-Khan Border is a recognized border.

Pakistan is seen as the useful idiot, the willing martyr for their causes. When they don't have intelligence to create a strong army or a nuclear bomb they come to Pakistan for a willing martyr, giving up strategic diplomatic relations for their gain. But when it comes to defend Pakistan they turn a blind eye.

Pakistan should give the Afghan refugees more time (to leave the country) and facilitate them on humanitarian grounds... After all, the poor Afghan refugees have nothing to do with the American hegemonic ambitions in the region, or what their puppet regime in Kabul says/does
