I don't think it's the NGOs, if you watch the video, the direction the video takes isn't what most people think. It's campaigning for increase power for the environmental agencies to have more power over big business. She got access to so many agencies and for them to be ON THE RECORD, means somebody wants this to be out there. I'm not saying she's a pawn, but some are definitely using her.

Either way this is good, even America have global warming deniers. I think China allowing this is progress.

You are right. SOE is the iron bowl and safety net for regular folks. Don't let the west fool you that private companies are great. Private companies only care about profit and will go to another country, lay thousands off to achieve it. SOE is the only way to go for a stable workforce.

My adopted country Canada got rid of many SOE. Now SOE are the companies everyone want to work for because the corrupt private sector will take advantage of people and work you twice as hard as SOE.

Wen is politically liberal, but his economics is not neoliberal, not like Zhu Rongji. He is pretty conservative economically when he moved in to save the SOEs during 2009 and start the infrastructure construction. Sure, it resulted in local debt, but it is worth for the infrastructure which changed China from what looked like a 3rd world country, to a 1st world country.
