Wen is politically liberal, but his economics is not neoliberal, not like Zhu Rongji. He is pretty conservative economically when he moved in to save the SOEs during 2009 and start the infrastructure construction. Sure, it resulted in local debt, but it is worth for the infrastructure which changed China from what looked like a 3rd world country, to a 1st world country.
He shouldn't encourage the privatization by the end of his term.
