NEW DELHI: It's a crucial day for India in its lengthy battle for a spot on the United Nations Security Council, and China could hold the key.

The nearly 200 member countries of the United Nations are meant to meet tonight to consider how to word the document that would call for reforming the Security Council. The top decision-making body currently has 15 members of which five, including China, Russia and the US, are permanent.

For the first time, different countries have submitted written suggestions for what the resolution should state. In what's seen as an attempt to thwart India's bid, the US, China and Russia have not participated in that exercise. Tonight, the UN will consider whether to formally extend the negotiations over the document for another year.

But China has been strongly opposing the expansion of the Security Council, and if it insists on a vote, India will have to get other countries on board to support the extended negotiations.

Indian officials hope the resolution calling for more discussions is adopted with consensus, but a vote would complicate things. Many countries don't want to be seen taking sides between India and China, and may simply abstain. While the US and Russia have verbally backed India's membership, neither has put that down in writing.

The draft resolution calls for next year's UN agenda to discuss the "Question of equitable representation on and increase in the membership of the Security Council."

Once the draft is agreed on, it will be put to vote at the General Assembly, where a two-thirds vote is needed to clear it.

Ahead of the UN's 70th anniversary in October, the PM has, on foreign trips and in bilaterals with the heads of other countries, strongly lobbied for support for a permanent seat on the Security Council for India.

It's nice to hold the key. :cheesy:

Anyway it's all a moot point, China/USA/Russia have all openly stated that they are against any "expansion or alteration of the veto", and without the veto power, the rest is meaningless.

UN will have to Expand Security Council...........Present Five to may be 8 to 10......So from ASIA there will be two strong contenders............Japan and India.............Let China decide, whom they will vote for..............

LOL, that's not how it works.

Again, China/USA/Russia have all openly said they are opposed to "any expansion or alteration of the veto" which means that no other country has a chance of getting veto power.

The only chance you have is to get a Permanent seat without veto power, which doesn't really mean anything.

Big Win for India at UN, General Assembly Agrees to Negotiate on Text for Reforms

NEW DELHI: India's bid to become a permanent member of the United Nations Security Council has made big progress, with China cooperating.

The nearly 200 member countries of the United Nations have agreed that over the next year, they will negotiate the wording of a document that will call for reforming the Security Council, the top decision-making body, which has 15 members. Of these, five, including China, Russia and the US, are permanent.

For the first time, different countries have submitted written suggestions for what the resolution should state. In what was seen as an attempt to thwart India's bid, the US, China and Russia did not participate in that exercise.

China has been strongly opposing the expansion of the Security Council, but it did not insist on a vote tonight for the one-year discussion on how the reform should be framed. If Beijing had pushed for a vote, India would have been forced to get other countries on board to support the extended negotiations.

While the US and Russia have verbally backed India's membership, neither has put that down in writing.

For India, a Crucial Step Forward in Bid for UN Security Council

The text says nothing about expanding the P5 and any such move is next to impossible to comprehend without offering due share to various other regional poles of powers. If the P5 is to be expanded then Germany as the European powerhouse and Brazil as the Latin American regional power will also have to be entertained.
From the draft and the language, it seems like there will be reforms to the policy of the UNSC and maybe its structure but there is no mention anywhere that the position of the P5 will in any way be disturbed.
I guess its too early to pop the bubbly, might have to wait and see how it actually turns out.

It is a long way.

Unless P5 agree for reforms, the process of reforms cannot be proceeded. All the P5 agreed for reforms with ,surprisingly, China actually cooperating.

So the first hurdle is gone.
