NEW DELHI, FEBRUARY 20

The Rs 1,384-crore tunnel project has been approved in Uttarakhand as part of the ‘Char Dham’ project to connect Kedarnath, Badrinath, Yamunotri and Gangotri. The tunnel will reduce the travel distance from Dharasu to Yamunotri by about 20 km and travel time by about an hour. The decision about the tunnel project was taken at a CCEA (Cabinet Committee on Economic Affairs) meeting chaired by Prime Minister Narendra Modi here.

“The CCEA...has given approval to the construction of 4.5 km long 2-lane bi-directional Silkyara Bend - Barkot Tunnel with escape passage, including approaches on Dharasu -Yamunotri section between Chainage 25.4 km and Chainage 51 km in Uttarakhand,” Road, Transport and Highways Ministry said in a statement. The project will fall along NH-134 (old NH-94) in Uttarakhand.

It will be built under Engineering, Procurement and Construction (EPC) Mode. This is funded under NH (O) Scheme of Road Transport and Highways Ministry. To be completed in four years the civil construction cost of the project is estimated at about Rs 1,120 crore, while the total project cost is approximately Rs 1,384 crore, inclusive of the cost towards land acquisition, rehabilitation, maintenance and the operation cost of the tunnel for four years. The proposed tunnel will provide all-weather connectivity to Yamunotri - one of the dhams on “Char Dham Yatra”.

When completed it is expected to boost regional socio-economic development, trade and tourism within the country. Another highlight of the project is that it will save felling of trees which would have been necessitated in the road improvement of 25.6 km had the original alignment been pursued. The project will be implemented by the Ministry through National Highways and Infrastructure Development Corporation Limited.

A bridge on the Palampur-Dharamsala highway, opposite to the Plaza Market on the outskirts of the town, has turned into a death trap as many accidents have taken place in the past three months. The Public Works Department (PWD) is yet to initiate action.

Officials of the PWD who maintain the road, are well versed with the situation that the highway has become narrow at this point. The road is used by thousands of commuters daily as the highway is linked with the district headquarters, Dharamsala. So far, no steps have been initiated either to widen the bridge or to construct a new one. The bridge has already outlived its life as its foundation and retaining walls are on the verge of collapse.

Since this is the only bridge with a narrow curve on both sides, therefore, it has become accident prone. Two-wheelers and other light vehicles are prone to accidents due to heavy traffic.

Enquiries made by Tribune revealed that the bridge was constructed by the PWD about 50 years ago to connect Ghuggar and Aima villages of Palampur. Later, in 1966, the PWD connected this road with the district headquarters, Dharamsala and also declared it a state highway.

However, in 1990 the PWD expanded the bridge, but due to the heavy traffic, it has failed to meet today’s requirements.

Vikas Sood, Executive Engineer, PWD, while talking to The Tribune said the state government knew that the bridge had become accident prone. He said at present, no land had been left on both side of the bridge either to widen the bridge or the road.

He said there was no shortage of funds, but because of the construction of a few shops adjoining the bridge, the situation had become from bad to worse. There was no scope left with the PWD to expand the road or the bridge. He said while passing the maps for buildings such issues were ignored by the TCP and the local municipal council, which has led to the inconvenience of the public as well as the Public Works Department that maintains the road.

National Seminar on Emerging Building Materials and Construction Technologies Inaugurated

Shri Hardeep Puri, Minister of State(I/C) for Housing & Urban Affairs has informed that the Government has proposed large public agencies like Housing Boards, Railways, Defence and public sector undertakings to adopt new technologies for their housing projectsto provide a further boost to the housing sector. Inaugurating the National Seminar on Emerging Building Materials and Construction Technologies organized by Building Materials and Technology Promotion Council, here today, the Minister stated that BMTPC is promoting new and emerging technologies which suit Indian conditions. Shri Rajiv Ranjan Mishra, Additional Secretary, Ministry of Housing & Urban Affairs, Shri Abhai Sinha, DG, CPWD, Dr.Ravi Kant, CMD, HUDCO, Dr.Shailesh Aggarwal, ED, BMTPC, senior officials of the Ministry of HUA and various experts in building materials and construction sector were also present on the occasion.

Shri Puri in his inaugural speech said that considering the present housing shortage in urban areas, more than 1.2 crore houses in urban areas with necessary infrastructure are required to be constructed. To achieve this, appropriate actions are required at all fronts. This necessarily includes, among other measures, identification and selection of appropriate building materials and technologies to bring not only economy but also quality, durability, speed with due care for safety and environment concern of the country.

On this occasion a publication titled “Building Materials and Housing Technologies for Sustainable Development” and a Mobile App on “Bamboo Housing & Construction” was released by the Housing Minister. The Publication contains 38 papers covering various subjects with the theme of the National Seminar. To coincide with the National Seminar, an Exhibition on Emerging Building Materials and Construction Technologies showcasing various building products and construction technologies was also organized. 24 firms/companies displayed their products, technologies and systems.

With the development of building science and changing requirements for bringing environment friendliness, speed, quality, mechanization etc. in construction of buildings; there has been continuous improvement through R&D efforts of various institutions and industries–both public and private in the area of building materials and construction practices. There have been innovations in production and use of basic materials like bricks cement, aggregates, concrete and steel, gainful utilization of industrial and construction waste and introduction of advanced construction practices including green and smart materials and system by various stake holders. The need to review the development in this area is more pronounced now with the implementation of Pradhan Mantri Awas Yojana, AMRUT and Smart Cities programme by the government, which aim for massive construction activities in coming years.

The Defence Industrial Corridor to Serve as an Engine For Economic Development and Growth of Uttar Pradesh: Raksha Mantri

Raksha Mantri Smt Nirmala Sitharaman addressed the plenary session on ‘Defence and Aerospace : Investment opportunities in Uttar Pradesh’ at Investors Summit- 2018 in Lucknow, today.

While addressing the plenary session on the second day of the Investors Summit 2018, she said that Uttar Pradesh Defence Industrial Corridor is proposed in a stretch between Aligarh, Agra, Jhansi, Chitrakoot and it also includes Kanpur and Lucknow. The Defence Corridor in UP will leverage the existing ordnance factories and defence PSU establishments in UP.

Highlighting the benefits of the Defence Industrial Corridor Smt Sitharaman stated that Bundelkhand will benefit from the six-lane highway which the UP Government has proposed to build up from Chitrakoot to Jhansi and will provide necessary infrastructural support for investment units in India. She said that the initiatives of Ministry of Defence to promote industry investment in Defence Production will also provide impetus to the Defence Corridor. She added that the MoD will, apart from taking steps to promote private investment, set up infrastructure for blast testing of arms and ammunition in the proposed corridor.


Raksha Mantri stated that the low cost of land and low wage rate with adequate supply of manpower will be an attraction of the UP Defence Industrial Corridor. It will serve as an engine for economic development and growth of regions of UP, especially Bundelkhand region.


The Finance Minister in his Budget 2018 speech has announced setting up of two Defence Industrial Corridors in the country. The Prime Minister during the inaugural address of Investors Summit 2018 had announced that a Defence Industrial Corridor will be set up in Uttar Pradesh (UP).

Punjab Chief Minister Capt Amarinder Singh on Thursday sought a ‘special category’ status for Punjab to facilitate restoration of the 90:10 sharing pattern for centrally sponsored schemes, to enable the state to expedite its development programmes.

At a meeting here with NITI Aayog Vice Chairman Rajiv Kumar, the chief minister also reiterated the state’s demand for central assistance for development, including a special package for border areas and river protection along the border, in the interest of national security.

Describing the meeting as a preliminary one, an official release said the chief minister underlined the need for differential treatment for Punjab in view of its active border, with a hostile neighbour, and dense population. Pointing out the sharing pattern for Punjab had been changed to 50:50, Capt Amarinder called for it to be restored to the original 90:10, which is now applicable only to special category states.

In this context, he called for inclusion of Punjab in the list of special category states, on account of its “volatile” border. He again raised the issue of central support for loan waiver for Punjab farmers and financial assistance to check burning of crop residue, while seeking a special package for modernisation of irrigation infrastructure. Capt Amarinder also underlined the need for central assistance in conservation and more efficient use of ground water, which is fast depleting, leading to critical shortage of water for irrigation purposes in the state, the statement said.

The issue of execution of the much-delayed PGI Satellite Centre project at Ferozepur was also raised by the chief minister during the meeting. Sanctioned more than four years ago, the project is yet to take off, depriving the people of the region of some much needed medical facilities, Singh told Kumar.

The chief minister sought the Centre’s support in coverage of operation and maintenance of Rural Water Supply scheme under MGNREGA to help the state government fast-track the supply of this critical resource to the villages. Niti Aayog member Ramesh Chand and Punjab Finance Minister Manpreet Singh Badal were also present. — PTI

MOU between DEA and NBCC for construction of housing for IES officers signed

Finance Minister confers awards on IES Officers under Research Promotion Scheme

Union Minister of Finance and Corporate Affairs, Shri Arun Jaitley, today graced the occasion of signing of MoU between Department of Economic Affairs (DEA) and National Buildings Construction Corporation (India) Ltd for construction of housing project for Indian Economic Service (IES) Officers.



  • Ministry of Urban Development has allotted 3519 square metre of land on Deen Dayal Upadhyay Marg, New Delhi, for construction of 90 dwelling units for IES Officers.
  • Driving force behind undertaking the housing project is acute shortage of houses under Government General Pool Accommodation, particularly for junior-level officers.
  • Project Management Consultancy (PMC) for the project has been awarded to NBCC, for which the MOU has been signed.


The Minister also conferred awards to IES officers, winners under the Research Promotion Scheme.



  • Research Promotion Scheme for IES officers has been instituted, comprising award of two annual cash prizes for the First and Second best Research Papers by IES officers.
  • Certificates of Appreciation were presented for Papers placed at Third and Fourth positions.
  • An Evaluation Committee headed by the Chief Economic Adviser has selected the four best Research Papers, out of twelve Papers received in the first year after institution of the Scheme.


Speaking on the occasion Shri Jaitley said that it was a joyous opportunity that the MoU was seeing the light of the day. Congratulating the winners under the Research Promotion Scheme, the Minister said that he hoped this continues every year so that the interest in scholarship is alive and going.


Other dignitaries present during on the occasion included Shri Subhash Chandra Garg Secretary, DEA, Shri Arvind Subramanian, Chief Economic Adviser and other senior officers of the Ministry.

NHAI Awards Contract for Gagaria-Baori Kalan-Serwa-Bakhasar Section of NH-925 and Sata-Gandhav Section of NH 925A in Rajasthan

The National Highways Authority of India has issued Letter of Award for construction of Gagaria-Baori Kalan-Serwa-Bakhasar section of NH-925 and Sata-Gandhav Section of NH 925A in the state of Rajasthan . The total length of the project is 196.970 km, and the highway will be 2- lane with paved shoulder.



The Total Capital Cost of the project is Rs 1134.12 Cores. The contract has been awarded to M/s GHV (India) Pvt. Ltd. The project will be carried out on Engineering, Procurement and Construction (EPC) basis and construction period is 24 months. This project has the provision for 9 Minor bridges, 1 ROB, 2 Trumpet Interchanges, 2 Vehicular Underpasses and 11 Light Vehicular Underpasses.



The project stretch falls under Barmer and Jalore districts in the state of Rajasthan. This road is of strategic importance as army vehicles move along this route to the international border area. Development of this stretch will also provide connectivity to remote villages.

NHAI Awards contract for construction of Srinagar Ring Road/Bypass in J&K

The National Highways Authority of India (NHAI) has issued Letter of Award for construction of the proposed Srinagar Ring Road/Bypass from Galander to Crossing of Sumbel Road on the Jammu-Srinagar highway (NH-1A). The Project would be implemented on Engineering, Procurement and Construction (EPC) Mode with construction period of 36 months.

The entire greenfield alignment has been proposed on the western side of Srinagar City to cater to/provide connectivity to the habitation on that side. Vehicles carrying heavy machinery to border/strategic areas of Baramula, Uri, Kupwara, Bandipora and Gandarbal will have an easier, congestion free passage along this route. The Ring Road/ Bypass will traverse through 52 villages and 5 Districts (Phulwama, Budgaon, Baramula, Srinagar & Bandipora).


The Ring Road/ Bypass will also lead to substantial socio-economic growth of the area

The 600-ft-long and 18-ft-wide bridge will benefit over 400 residents of Shahpur Bela village, near Kiratpur Sahib. Tribune photo

six bridges built are already operational, the seventh such bridge, costing Rs 10 crore, will be opened for public at Shahpur Bela village, near Kiratpur Sahib, on Saturday.

The 600-ft-long and 18-ft-wide bridge will bring succour to 400 residents, who till now were using a boat provided by the Irrigation Department in the name of connectivity with the main road during rainy season.

Foreman Kamaldev, who look after all the construction work starting from the design of the bridge, said two years ago a 670 ft bridge at nearby Burj village was opened for public on February 13, 2016, reducing the distance between several villages and Anandpur Sahib from 22 to a mere 7 km.

Earlier five such bridges — four on the Sutlej in the surrounding areas of Anandpur Sahib and one over the Ghaggar in Fatehabad district of Haryana — were built by him without any help from the state governments.

The Centre cleared an additional ₹3,400 crore for making 73 strategic roads along the Chinese border a reality. The strategic roads project had been sanctioned in 2005 and the roads should have been constructed by 2012.

On November 10, the Cabinet Committee on Security (CCS) headed by Prime Minister Narendra Modi approved the revised cost estimates for the ongoing road construction project to ₹3,482.52 crore. The project known as ICBR-I (Indo-China Border Roads)

As per Home Ministry’s records, only “13 roads have been completed in all respects and are in operational use.”

the Government has decided to undertake construction of 73 roads of operational significance along the border. Out of these 73 roads, 27 roads involving 804.32 km are being constructed by Ministry of Home Affairs in Jammu and Kashmir, Himachal Pradesh, Uttarakhand, Sikkim and Arunachal Pradesh at an estimated cost of ₹1,937 crore,” a government note said.

Comptroller and Auditor General (CAG) had criticised heavily for “defective construction which resulted in delay in completion of strategic roads.”

The CAG noted that as much as 98% of the funds allocated for construction for 61 strategic roads had been spent on only 22 roads.

“Out of 61 strategic roads that were to be constructed by 2012, only 22 roads had been completed till March 2016, despite incurring an expenditure of ₹4,536 crore (98%) against the estimated cost of ₹4,644 crore,” the CAG said in its report. The CAG pointed out that the “non-completion and faulty specifications” of works have a serious bearing on the operational capability of the armed forces in strategically sensitive areas.

Even six roads which had been completed at a cost of ₹164 crore, were not fit for running of specialised vehicles and equipments due to limitations in execution of works. Deployment of GREF personnel was done in remote and hazardous working locations without adequate facilities,” the CAG report said.

Government has decided to undertake phase-wise construction of 27 road links totaling 608 km in the border areas at an estimated cost of ₹912 crore.”

The 2006-07 annual report of the Ministry said, “To redress the situation arising out of poor road connectivity, which has hampered the operational capability of the border guarding forces deployed along the India-China border

The official said that out of these 27, five roads with 243.38 km length are under construction in Arunachal Pradesh.

A senior Home Ministry official said now the construction of 15 roads has been assigned to Border Roads Organisation (BRO), eight to the Central Public Works Department (CPWD), two to NPCC and two to the Himachal Pradesh Public Works Department.

“CCS has approved on 10.11.2017 the revised cost estimates amounting to ₹3,482.52 crore to complete the ICBR-I project by December 2020,” the note said.

For holistic development of LWE affected areas, various schemes are being implemented by the line Ministries/Departments. Some of the major development initiatives, specifically taken/being taken, in the LWE affected areas are as follows:

Road Requirement Plan-I (RRP-I): Being implemented by MoRTH since 2009 for improving road connectivity in 34 LWE affected districts of 8 States. This Scheme envisages construction of 5,422 km roads, of which 4,537 km road have been completed.

Road Connectivity Project for Left Wing Extremism Affected Areas: The Government has recently approved this Scheme for construction of 5412 km roads and 126 bridges/culverts in 44 LWE affected districts with an estimated cost of Rs. 11,725 crore. The MoRD is the nodal Ministry to implement the Scheme.


Mobile Towers: Being implemented by the Department of Telecom. In the first phase 2329 mobile towers have been installed.
