72000 army troops deployed for rescue and relief operations

Rawalpindi: A total of 72000 army troops are deployed for rescue and relief operations along with 943 boats and 70 helicopters in flood hit areas of the country. As many as 217 relief camps have been established where 13.2 lacs people are being provided cooked food and medical facilities.

Within no time after the deadly floods, relief and rescue operations were started by the Pakistan Army on war footing. A total of 72000 troops are deployed for rescue and relief operations along with 943 boats and 70 helicopters in flood hit areas of the country. As many as 217 relief camps have been established where 13.2 lacs people are being provided cooked food and medical facilities. Army Jawans and Aviation Pilots took some daring missions to rescue stranded people and managed to rescue over 8 lacs of people to safer places. Besides that 2391 Tons of dry rations have also been distributed till date among the affectees. Pakistan Army troops are also busy in collection of relief items at Lahore, Karachi, Rawalpindi, Multan, Gujranwala and Quetta. 445 Trucks, 2 Trains and 8 C-130 aircrafts full of relief goods have been dispatched to flood hit areas.

Pakistan Army doctors are second to none in providing relief to the needy people. As many as 180 doctors alongwith 310 paramedics have treated 215114 patients. 7 Field Hospital and 22 Mobile Medical Teams are working day in and day out in flood affected areas to provide relief to the needy people.

Some friendly countries have also sent their medical and rescue teams for relief work in flood affected areas. An Australian filed hospital comprising 138 men has been established at Kot Addu, Chinese field hospital is established at Thatta, Japanese hospital at Multan, Palestinian at D I Khan, Sri Lankan hospital at Charsada and two Saudi Arabian Hospitals at Hyderabad and Rajanpur. 50 Bed each Turkish hospitals are established at Dera Murad Jamali and Nowshera in Balochistan.

Pakistan’s most destructive flood in memory has claimed over 1,700 lives. The flood inundated 5436601 acres of land in all Provinces of country including Gilgit Baltistan and Azad Kashmir. A total of 6359 towns / cities and small villages were inundated due this Pakistan’s worst natural disaster since the creation of country. KPK is the worst hit province with 24 districts while 19 districts of Sindh, 12 of Punjab and 10 of Balochistan, 7 each of Azad Kashmir and Gilgit Baltistan have been affected due to these floods.

As many as 474 Bridges and 1237343 buildings have been completely washed away due to these floods in the country. 282 Bridges alone in KPK and 182 in Gilgit Baltistan have been completely destroyed.

1-each year the PA conducts its 'disaster management' contingency planning at all corps HQs. this is completed every July.

2- only 54 officers are actually 'trained' in 'flood or earthquake relief'management - they were trained in 2006 by Sweden. this is one area where the PA needs to divert funds from its 'vast' resources to bring all corps HQ up to pace for such activities.

3- not all army jawans are trained / taught 'swimming' which is very important in such contingencies like 'floods' - this shd be a mandatory requirement in their normal training.

due to its massive organizational and availability of resources, the PA shd be incharge of all natural disaster operations. i say this because all the civilian set-ups are grossly understaffed, undertrained and underfunded (actually no funds) to cope with such disasters.

either we 'ramp-up' their capabilities to such a extent that they are on the front-end of relief ops, and the PA just supports them logistically (aircraft and helos) or just hand over this responsibility to the army.

IMO its not just the army, but also the navy that has to be well trained for such operations. Coastal disasters are too frequent in the subcontinent and the navy is essential in rescuing people and bringing aid to coastal areas.

This means that with a force of 550,000 personnel, less then half are currently engaged. How much more would it cost to send deploy more forces, like 50,000 or so?

The NDMA needs to be re-structured in my opinion.

It should include reps of Army, Navy and PAF along with provincial reps. While all resources need to be mobilized in emergencies, such a set-up will be instrumental in devising contingency plans and co-ordinating relief ops when actually required.

IMO the army has touched its 'limits' before its defence / war capacities start 'eroding'

The 140,000 in FATA are not just army, it consists of a major part of the para-military forces too.

And the 72,000 troops being used in flood affected areas, have not been moved from somewhere else, they are mostly the local stationed troops or have been moved little bit away from their peace time locations. So in case of emergency, they would be shifted to their border positions within a very short period of time.

Plus, we have a few hundred more troops stationed abroad too.

Plus, how much are we sure that our troop strength is 550,000 ?? It may be 600,000 or even more.

Plus in floods, ranger, navy and AF formations are also being used.

And what about the reserve troops? Like can't they be use in these conditions of floods.

Number of regular army personnel as of 2009 that i know of is just over 6,50,000, not 5,50,000.
