bribery is a subcontinent epidemic, you cant get any work done without bribes. Its so integrated with our society that it not even seen as a bad thing anymore but seen as "bakshish" or "comission". Hell, even these days when you get your daughter married to a groom who's father works in a government job, they count in the factor that if the father takes bribe or not. It is considered a good thing nowadays. Hell! you can't even fix your phone line if it is disturbed without a bribe.
