Therefore, Muslims living in India (and Muslims living in Pakistan in areas with significant Hindu population) are under moral as well as religious obligation to abstain from slaughtering cows and eating cow meat, even if Cow meat/slaughter has not been banned (by the authorities) in the state/province/country of their residence.

Yes, Neither Qur'an nor Hadith compel any Muslim to eat cows' meat.
One is at absolute liberty to abstain from it.
However, Islam does forbid its followers from insulting other religions and hurting the religious sentiments of the followers of other religions.
