It didn't fail in it's objectives, clearly the OP has got no clue as to the objectives of Operation Chengiz Khan.

The passive air defence measures had undergone many changes in both the PAF as well as the IAF after 65 war. Learning from the experience of the 1965 War, the IAF had gone into major construction of concrete-covered aircraft protective pens. The PAF had also developed numerous hardened pens at major operational bases. This meant that unlike the 1965 War, the PAF would not be able to carry out counter air operations against aircraft on the ground as a strategic concept. The IAF aircraft were no more vulnerable on the ground. Attacks against aircraft on the ground were ruled out by the PAF Air Chief.
The objective of operation Chengiz Khan was not to destroy IAF fighters on ground. The aircraft were mostly kept in hardened protective shelters, difficult to attack. If attempted, the attackers would have been forced to make precision attacks in a profile which would render the attacker highly vulnerable to ground defences. This meant that the attacker would have to be exposed to anti-aircraft weapons. The attrition rate would have been too high for the PAF to absorb. The attrition, weighed against the benefits, was unacceptable. Hence the most profitable choice was to bomb the enemy airfields to make the air complexes and runways untenable for certain periods of time to deny the enemy air force interference with PA's land assaults into Indian territory. The psychological aspect of bombing enemy forward airfields was aimed at provoking the IAF to retaliate and draw them into fighting over Pakistani territory and destroy them in air battles.

Air Chief Mshl PC Lal of the IAF, in his book My Days with the IAF lays down that with the exception of Ambala and Srinagar airfields, all other airfields were hit and operations suspended for varying hours at different airfields. That was the exact purpose of these strikes and no more until the launching of No 1 Armoured Division(PA).

The PAF flew a total of 3,027 combat missions between 3rd December and 17th December. The IAF flew over 6,500 missions and lost 36 air crews against 15 PAF pilots and navigators. The PAF lost 27aircraft to all causes in East and West Pakistan; 10 in air combat, as against 18 IAF fighters and 7 to enemy Ack-Ack. In addition, 7 aircraft were destroyed on the ground (which included the 1 RB-57 at Masroor and 6 F-86s lost at Murid in two different attacks). Two more aircraft were lost to combat related accidents. Consequently, the PAF losses inflicted upon the enemy were 2 ½ times its own losses. The Indians lost a total of 75 aircraft to all causes according to the Times of India’s official history of 1971 War. IAF lost 18 aircraft in air combat and 36 to Ack-Ack. On aggregate, the Indian history has confirmed the loss of 75 aircraft of which 17 were due to operational accidents.

That's the day we Indians recognized the need of a strong navy for winning any modern war. Look at the all modern battles,always winning side have a strong navy force. Nazi German were strong in army and airforce,the mighty British navy played a key role in ww2.

It's the strongest arm of the Indian armed forces just like IJN, our navy will do many operations in future and win wars for this magnificent country of ours, this country is will keep hinduism alive and flourishing until the very last day of this planet, nobody will ever be able to touch our great motherland long live Hind...
