The following could be done to address the issue for a developing nation.
1. Ensure a very efficient Public Distribution System (PDS) for Food Grains. (For Example in some states in India like Karnataka, Tamil Nadu the PDS is very good which ensures that the familes below BPL get rice for Rs. 2 per kg and wheat Rs. 5 per kg.)
2. Mid day Meal Scheme in Schools. (In all Primary schools in India, the child is fed a glass of milk, a banana or a boiled egg in the morning and some cooked food for meals like rice and lentils and vegetables)
3. A law should be made in the country which states the right of food for its citizens. That means by law every one in the country gets access to certain minimum calorie food irrespective of how much his/her income is. By constitution every citizen of a country gets a certain minimum calorie food.
Thank for your post and I find it interesting. The part in bold, how does he state government ensure the low price? Does the state have its own stock, that comes from a buffer stock system? Or are families given food tickets?
