India will never get to 42 sqds that is a pipe dream and based on old combat doctrine of single role fighters.
with advent of multi role fighters and force multiplers the best air forces carry barely 400 fighters ie 20 sqds. be it Israel France Japan Saudi or turkey or s Korea they have between 300 and 400 fighters,.
India needs 600 fighters and more awacs and s400 as their Force multiplier.
the su30mki is the right option as their mainstay fighter but needs mlu with better bvr and aesa.
the Rafale is the cutting edge but 40 more fighters needed scrap mmrca.
tejas will fill the balance 120 fighters alongside 80 mig29upg
by the way India will sign for 83 tejas fighters in February.
the only other fighter deal that will be signed in this decade is the carrier vikrant wing which will go to super hornet 36 to 40 fighters
