Considering that this document is authentic which i very much doubt, it only states that India had a numerical superiority. Its just an overview of CIA saw the war. If you want to go by this document then it vindicates PAF's claim of losing 19-20 jets which means IAF lied. This document doesn't claim any authenticity nor declares an 'Indian victory' as Modi is planning to push it as.

Indian logic:

India won the war because Pakistan failed in its objective to capture Kashmir.

Going by same logic what they miss is that themselves failed in their objectives to capture Lahore and Sialkot and there army chief had to give explanations later why they didn't capture Lahore.
