Make in India: Russia ties up with Reliance Defence to manufacture Kamov 226T choppers - The Economic Times

NEW DELHI: Moving ahead on itsRs 6,000-crore 'Make in India' project for military helicopters, Russia has informed the Ministry of Defence about a partnership with Reliance Defence to manufacture Kamov 226T choppers locally.

In a letter sent to the Indian government, Russia has announced an understanding with the subsidiary company of Reliance Infrastructure for the project, indicating that the company could be a lead integrator for the mega contract to manufacture 200 twin-engine helicopters for the Indian Army.

While an option to partner with defence public sector unit Hindustan Aeronautics Limited (HAL) has also been kept open with the final approval resting with the Indian government, sources said the Russian side has expressed keenness on a joint venture with under a new entity that could be named 'Reliance Helicopters'.


The letter seems to indicate that a partnership that the Russian side had with the Gurgaon-based Sun Group — to execute offsets for an earlier version of the chopper contract — is now over. As reported, India has approved a government to government contract to manufacture 200 light choppers that are urgently needed by the Army for operations in high altitude areas, including the Siachen glacier.


Sources aware of the matter said under the terms of the contract, the entire technology of manufacturing the military choppers will be transferred to an Indian entity and that at least 50% of the machine will be manufactured from parts sources locally.

The Anil Ambani-promoted Reliance Defence has applied for a license to manufacture choppers, besides several other military systems, to the Department of Industrial Policy and Promotion (DIPP). Besides, Gautam Adani's new defence venture has also applied for a similar license.

When contacted on the issue, Reliance Defence spokesperson said the company is 'actively participating in the Make in India program'. "The manufacturing of both military and civil helicopters to meet the needs of the country are a significant part of this commitment," the spokesperson said.


If the Reliance venture goes through, it will be the first time that a private sector entity will be the prime integrator of military choppers in India. In the past, HAL has been manufacturing military choppers, while other players like Tata and Mahindra fabricate parts for foreign manufacturers. HAL is also working on its own version of a light chopper for the armed forces but it has not been able to conduct flight trials as of now.

So, reliance some how swooped in and took the cake, interesting development...


The Maharashtra government allotted 289 acres of land to Anil Ambani’s Reliance Aerostructure Ltd (RAL) here for its proposed aircraft and helicopter manufacturing unit Friday. It is going to be India’s first private sector defence manufacturing project. The project is likely to be known as Dhirubhai Ambani Aerospace Park.

As part of Prime Minister Narendra Modi’s pet project ‘Make in India’, RAL will set up the 6,500 crore unit in Multimodal International Hub Airport at Nagpur (MIHAN) to manufacture military as well as civil aircraft. The unit will also collaborate with Russia to manufacture the Kamov 226T helicopters, besides aerospace platforms.

Describing the project as a milestone for MIHAN and Vidarbha, Chief Minister Devendra Fadnavis said, “Anil Ambani has been praising MIHAN during his visits to Russia, France and has in a way served as its brand ambassador. This canvasing of MIHAN will help bring many global companies to MIHAN.”

Well, it seems the Indian defence and civilian aerospace sector will have another plant soon.

It seems reliance hasnt won the contract. Gov has the final say which gets the contract, HAL or Reliance.

Recent media reports in the Economic Times and Times of India have reported that Russian Helicopters --- an umbrella corporation that includes all Russian helicopter building companies --- has chosen Anil Ambani’s Reliance Group as its partner. In fact, no such decision has been taken.

Even as Russian Helicopters evaluates its options, advised by Sun Group experts, decision-makers in Moscow say New Delhi will have the final word on the Indian partner. Says Sergey Chemezov, Rostec CEO, who oversees Russia’s high-technology industry and is a close associate of President Putin: “We expressed our commitment to work with either of two companies – Reliance of Mr Ambani and HAL, and it is up to the Indian government to decide who to grant this project, who they feel is better suited for this. For us this is no different, we could work with either.”

Individuals close to the Russian evaluation indicate they are inclined towards HAL. They visualise the Bangalore-based company responsible only for assembly and final integration of the Kamov-226T, while a range of carefully chosen private sector Indian companies, identified as Tier-1 and Tier-2 suppliers, would build key components like the transmission, rotors, and cockpit. HAL would assemble these into a helicopter.

For now, the Reliance Group is powering ahead with its defence initiative. On Friday, the Maharashtra government handed over 290 acres for a facility that RDA intends to build near Nagpur.
