This is 'naya Pakistan' like a newly borned child and lots of diseases are here to attack it i.e:polio..in political words would be corruption etc and if you know that if you give a baby child a vaccine for his protection against the diseases he suffers from fewer for few days but then he gets cured from all of diseases after tolerating that few days fewer so same is the case with Pakistan.
Imran khan indeed has put some burden so to collect some revenue.Just give him a year and InshaAllah you will see positive results.During this period he is taking care of these diseases i.e:zardari,nawaz etc.

oil refinery employs 2000 people - direct employment. you are spending $5 billion to create 2000 direct jobs. if that is not a misuse of capital i do not know what is. pakistan could use one more refinery. i do not see economic activity to justify two refineries.

Oil refineries are not about direct jobs. Let me try and make it simple:

Oil refinery = processed fuel (e.g. gasoline, diesel, LPG, etc) → Cheaper fuel because processed locally (not imported) → Lower cost of production for industry → Higher industrial activity/production (for domestic consumption and export) → Higher demand for labour (i.e. job creation across multiple industries)

They Are Basically Hydroskimming Refineries Not Deep Conversion Ones Plus We Do Not Have A Naphtha Crackers
