So, When Iran couldn't have complete control of its own territory than why asking it same from Pakistan???
A certain international convention which name I couldn't remember at the time of writing this post, holds the country that attacks were launched from responsible, cooperation of that country is required because the convention doesn't initially allow for violation of other's territorial sovereignty, but if the second country (the country that attacks were launched from) doesn't shoulder responsibility and doesn't provide any explanation for doing so given overwhelming evidence that could prove that attacks were originated from the second country, its considered as intentionally harboring hostile armed-terrorists inside one's territory and in this case retaliation provision (against armed groups) could be taken into consideration.
