10 Terrorists killed in Tank , KP , Pakistan in SF's Operation | Oct 2023 .

. . .

For a country that needs to attract "investments" to offset its many economic problems - these kind of terrorist attacks and operations ARE NOT a good look. If the Pakistan Army/ISI were doing their JOBS PROPERLY - then they would have overcome these problems and people would "relatively" speaking - look more favourably towards Pakistan as an investment country.

Of course, we have other problems in Pakistan like the rule of Law ...

So for both the rise of terrorists in Pakistan, and the lack of rule of law(undermining goverments, throwing elected PMs into jail etc..) the root cause is the Pakistan Army and ISI ....

All roads always seem to lead back to the same place, time after time after time ....

Only a kamikaze investor will invest in Pakistan.

while eliminating terrorists is one metric of success in the moment, but ultimately Body count is not seen the best way to determine COIN’s success for the long term. Cutting off enemy logistics/resupply (especially from over the border) and freedom of movement is vital. Also cutting off any local support through a democratically elected government in Pakistan in general but KPK specifically (one that is seen as legitimate, is not corrupt and can provide actual good governance (such as quick but real justice) as well as a decent amount of development funding, larger then any money smugglers criminals can bring into the area and can employ more of the people, especially marginalized communities and tribes) is also vital to pushing back against the enemy’s narrative. Another vital element is maintaining a good relationship with the government in Kabul, so they can reign in any miscreant operating on their soil. The worse the relationship with them the more troops we will have to keep bogged down on the border, and more resources that could be otherwise better spent on economic uplift.

Mao said revolutionary war is 80% political and 20% actual fighting. Any effort will be decided in the political domain.

Focusing on body count, with all due respect, gives a false sense of success.

I hope the lessons of the 28 articles of COIN (actionable advice) by David Kilcullen are reviewed as well as Galula on COIN. I have posted both below.

But obviously there is a place for military might, in the decisive moment miscreants need to be engaged and neutralized to win back the physical terrain. Having enough MRAPs to keep our own forces safe prevents the enemy from thinking they are winning and keeps our forces moral high. Having enough attack helicopters and transport helicopters on QRF alert, will allow them to pounce on concentrations of enemies to throw them off their ability to operate in large numbers as well as be able to respond if an army or FC post or convoy is in danger of being overrun. Having a decent medivac capability will also have a significant impact on moral, not just for the troops but for the local population in case they are injured in the midst of battle.

p.s. while procuring MRAPs may seem a waste and overkill, especially consider the continued danger of war with India. Modest MRAPs are being found to be useful in the conventional fighting in Ukraine, so COIN equipment should not be looked upon as only for COIN.
