The reason you suggest is not true. If you look at the west, the things they developed/made for their comfort and military came out of research and hardwork and they are still doing so. Without the discovery of internal coumbusion engine, the value of oil would have been like sea water, available in plenty without any economic values(yet!!). West developed the technology to extract the oil, refine the oil and use them to run their motors. What does these oil rich country do? just leased the land to the west.

So even if one have the land /crude oil.. , the oil rich countries can't use it because they don't know how to extract & convert raw crude. WEst has the technology....... ME has the land with crude. They are dependent on each other.
