Your two maps are unclear as where the Scarborough Shoal is(it only shows you don't know where is Scarborough shoal is) and on the second map, the international line drawn by an unknown cartographer living 10,000 miles away, centuries ago, is ridiculous(what ridiculous is China can't even produce her 1270 map). Your article ( it's the official position of the Philippine gov't over Scarborough shoal and its surrounding waters ), probably written by a blogger or some so called Filipino expert(it's the official position of the Philippine gov't), has no link( :cheesy: :cheesy: Philippine Position on Bajo de Masinloc and the Waters Within its Vicinity :cheesy: :cheesy: ) and if I, or you, want I can search the Global Time archive and find many more opinion pieces to counter your argument (China's claim is GROUNDLESS and totally rebutted by the Philippines).

One fact that's international recognized is Philippines did not include the islands in her maps before the 90s and the flag you mentioned was planted on 1997 ( An 8.3 meter high flag pole flying a Philippine flag was raised in 1965. A small lighthouse was also built and operated the same year. } Didn't China claimed she erected something on Huangyan that was removed?

Here's something you should look at (The first link has one of your map). I'm not here to argue with you because I'm an outsider ( I remembered you already admitted that your a pro-China ) and my interest is not as intense as yours or the Chinese, however I did look into Global Time and other sites months back and read some of their legal arguments and they seemed much stronger than your unlinked piece ( Chinese historical claims are not recognized by international law ).

According to Treaty of Paris(1898) between the United States and Spain, Treaty of Washington(1900) between Spain and the United States, Treaty between Great Britain and the United States(1930), Constitution of the Philippines (1935), Republic Act No. 3046 "Act to Define the Baselines of the Territorial Sea of the Philippines"(1961), and all the maps published by Philippines official until 1990s, 118th degree meridian of longitude east of Greenwich is the territorial limit line of Philippines ( And what you just posted actually helped prove that China owns Scarborough Shoal? NO!!! ) . Scarborough Shoal is obvious outside this limits, and Philippines has never made claim or put dispute on Scarborough Shoal( we also never claimed the Philippines ), which is internationally recognized as territory of China ( Another Chinese LIE, no one recognizes China's claim over Scarborough shoal ). But in the following years, Philippines made an unilateral decision to include Scarborough Shoal as its territory, ignoring China's opposition ( Several official Philippine maps published by Spain and United States in 18th and 20th centuries show Scarborough Shoal as Philippine territory.China's the one who unilaterally claimed the SCS ).

Most Philippines maps published by Spain and United States in 18th and 19th century does not show Scarborough Shoal or show it as foreign territory, for example, in the same color as Malaysia and China.

President Benigno Aquino III on Tuesday night secured Japanese Prime Minister Yoshihiko Noda’s support for a peaceful resolution of the six-nation dispute over the potentially oil-rich Spratly islands.

Following the meeting, the President and Noda “confirmed that freedom of navigation, unimpeded commerce, and compliance with established international law including the UNCLOS and the peaceful settlement of disputes serve the interests of the two countries and the whole region.” UNCLOS refers to the UN Convention on the Law of the Sea.

AUSTRALIA

Australia said those involved in the territorial dispute — Brunei, China, Malaysia, Philippines, and Taiwan — should adhere to the United Nations Convention on the Law of the Sea (UNCLOS), which codifies the international law of the sea.

Australia’s expression of support came less than a week after Washington expressed its support to Manila over the same issue.

ASEAN wants UN law to settle West PHL Sea dispute

PHNOM PENH - Southeast Asian states want a UN maritime convention to be the basis for settling competing claims in the West Philippine Sea (also called South China Sea), a draft document agreed by foreign ministers showed on Tuesday.

The position of the Association of Southeast Asian Nations (ASEAN) is likely to meet resistance from China, however, which favors settling maritime disputes in the regional hotspot bilaterally.

Southeast Asian foreign ministers are meeting in Cambodia to draw up a long-delayed code of conduct to be signed by them and China aimed at easing friction in the West Philippine Sea.

The draft document outlining ASEAN's position, which was seen by AFP, called on all sides to "undertake to resolve territorial... disputes in the (South China Sea) by peaceful means in accordance with international law, including UNCLOS".

UNCLOS is the UN Convention on the Law of the Sea, an international treaty that sets limits on how much of neighboring seas a nation can consider as their territorial waters or exclusive economic zone.

China is a signatory to UNCLOS, but experts say its claim of essentially all of the South China Sea, home to vital shipping lanes and believed to be rich in oil and gas deposits, would fail under its provisions.

Taiwan and ASEAN members the Philippines, Vietnam, Brunei and Malaysia all make rival claims on areas of the sea, where tensions recently mounted.

The draft ASEAN document calls on all parties to resolve disputes "without resorting to the use of force or the threat to use force" and to "commit to respect freedom of navigation and overflights".

ASEAN is proposing that all sides attempt to settle disputes first within the framework of the Treaty of Amity and Cooperation, an ASEAN-centred pact that also bans the use of force to settle disputes.

Failing that, parties may resort to the "dispute-settlement mechanism provided in international law including UNCLOS", according to the draft, which also calls for cooperative activities to build trust and confidence.

China on Monday said it was willing to discuss the code with ASEAN "when conditions are ripe" but insisted that any potential pact must not be used to resolve rival claims.

"The (Code of Conduct) is not aimed at resolving disputes, but aimed at building mutual trust and deepening cooperation," China's foreign ministry spokesman Liu Weimin told reporters in Beijing.

Pavin Chachavalpongpun, associate professor at Kyoto University's Centre for Southeast Asian Studies, said ASEAN members are resisting the idea of settling territorial claims bilaterally.

"This is because they feel that they will not have enough bargaining power in dealing with a bigger China," he told AFP.

US eyes Clark, Subic for surveillance flights

MANILA, Philippines - The former Clark and Subic military bases could be used as a springboard for US military forces amid America's new push in the Asia-Pacific and the backdrop of the Philippines' territorial dispute with China, a top US official has revealed.

Admiral Jonathan Greenert, US Chief of Naval Operations, told media in a Pentagon briefing on June 27 that American and Filipino forces may hold regular surveillance flights to monitor Philippine waters.

"You've just mentioned Subic Bay. Clark Air Base, we -- we do maritime domain awareness flights monthly with the Philippine armed forces. That might be a potential (move)," he said.

Greenert said the US also has current "access to an extraordinary number of places" in the Asia-Pacific and may look to ask for repair and supplies for US ships, aircraft, and troops visiting countries such as the Philippines.

"I think in the best interest of each nation, we'll continue to -- to work on and see where that might go," he said.

Take stand on West PHL Sea disputes, Hillary Clinton tells ASEAN

US Secretary of State Hillary Clinton has backed a Philippine call for the Association of South East Asian Nations (ASEAN) to take a unified stand on the territorial disputes in the West Philippine Sea (also called South China Sea), including the recent standoff between Manila and Beijing over a contested shoal.

Clinton also pressed ASEAN to finalize “in a timely fashion” a regional Code of Conduct, a proposed legally binding accord with China aimed at preventing the overlapping claims from erupting into armed confrontation through a set of rules that will stop aggression and new occupation by claimants.

“What might be a challenge today for some of ASEAN’s members, if left unaddressed by all of ASEAN, could lead tomorrow to issues that may become problems for (the rest of) other ASEAN members,” the Philippine Department of Foreign Affairs quoted Clinton as saying during the ASEAN-US ministerial meeting in the Cambodian capital of Phnom Penh Wednesday.

It’s the first time that a major foreign power has called on the ASEAN to make a clear stand on the impasse between the Philippines and China at the shoal which is well within Manila’s territorial waters.

In the latest flareout with China, the Philippines and Vietnam have separately accused Beijing of increasingly aggressive behavior by harassing its fishermen, sabotaging oil explorations within their respective territories and incursions in its waters.

Since April, the Philippines and China have been locked in standoff in Panatag (Scarborough) Shoal. Just recently, President Benigno Aquino III ordered the pull out of two government vessels facing off with Chinese ships in the area.

ASEAN has not issued a united statement on the issue since the standoff erupted.

During the meeting, Clinton, according to the DFA, said the US “looks to ASEAN and claimant States to provide leadership in this issue and recognize the important role of the (ASEAN) Chair to find consensus and advance a common ASEAN position.”

“ASEAN needs to meet its own goals and standards and be able to speak with one voice on issues facing the region,” the DFA quoted Clinton as saying.

Foreign Affairs Secretary Albert del Rosario said the territorial conflicts should be resolved through international law, specifically the United Nations Convention on the Law of the Sea, of which the Philippines, China and 162 other states are signatories.

“The adherence of all countries in the region to a set of fair and transparent rules, as embodied in the United Nations Convention on the Law of the Sea, will generate greater mutual trust and respect in the region,” Del Rosario said.

ASEAN groups Indonesia, Thailand, the Philippines, Malaysia, Sinagpore, Brunei, Vietnam, Cambodia, Laos and Myanmar.

Four of these countries – Malaysia, Vietnam, the Philippines and Brunei – are claimants to the South China Sea, along with China and Taiwan.

Foreign Secretary Albert del Rosario on Thursday denounced Chinese “duplicity” and “intimidation” in the West Philippine Sea (South China Sea), souring the mood at a Southeast Asian foreign ministers’ conference designed to soothe tensions.
“If Philippine sovereignty and jurisdiction can be denigrated by a powerful country through pressure, duplicity, intimidation and the threat of the use of force, the international community should be concerned about the behavior,” Del Rosario told the annual ministerial meeting of the Association of Southeast Asian Nations (Asean) in the Cambodian
capital of Phnom Penh, according to an official statement.
Del Rosario was referring to a recent standoff between Chinese and Philippine ships at a rocky outcrop called Scarborough Shoal (Panatag Shoal), which is claimed by both sides.
Stressing Asean needs to “speak with one voice,” US Secretary of State Hillary Clinton joined Del Rosario in urging Asean to take a common stand on the Scarborough dispute and on other Chinese incursions in the West Philippine Sea.

Baseless claim

In April, Del Rosario asked Asean to take a stand on the Philippine dispute with China over Panatag Shoal and other Chinese incursions in the disputed sea.
In a text message to the Philippine Daily Inquirer, Del Rosario said “all, not just the Philippines, will ultimately be negatively affected if we do not take a stand.”
“Since the freedom of navigation and unimpeded commerce in the West Philippine Sea are of great importance to many nations, all should consider what China is endeavoring to do in the Scarborough Shoal in order to pursue its so-called full sovereign rights over the entire West Philippine Sea on the basis of a nine-dash line claim, using a historical record that’s clearly baseless,” Del Rosario pointed out.
The nine-dash claim is China’s delineation of its territory in the West Philippine Sea, with nine dashes on the map that enclose all of the Spratlys archipelago.

A Chinese warship has run aground while patrolling contested waters adjacent to the Philippines in the South China Sea.
The frigate pinned itself to a reef last night at Half Moon Shoal, on the south-eastern edge of the Spratly Islands, and remains "thoroughly stuck", according to Western diplomatic sources shortly after midday local time, or 2pm AEST.
Salvage operations could be diplomatically challenging, given the vessel appears to have run aground within 200 kilometres of the Philippines coast, which is squarely within what Manila claims to be its Exclusive Economic Zone.
The stricken People's Liberation Army Navy vessel, believed to be No. 560, a Jianghu-class frigate, has in the past been involved in aggressively discouraging Filipino fishing boats from the area.

Palace to China: Don't take provocative actions

MANILA, Philippines - Malacañang declined to comment on a report that China has allegedly built a radar in Subi Reef near the Kalayaan Group of Islands, saying it first has to be verified.

But Presidential Communications Development and Strategic Planning Office (PCDSPO) Secretary Ricky Carandang said that if proven, the action may viewed as a “provocative action.”

“ASEAN is now meeting, the foreign ministers. The idea being put forward is a code of conduct. What does the code of conduct say? It says none of the claimant countries should take any actions that would provoke tensions in the area. If that is confirmed, then that would be viewed, I would think, [as] a provocative action. That would not be consistent with the code of conduct which is being discussed now by ASEAN and by China,” Carandang said.

He urged the parties to avoid taking actions that may increase tensions over the disputed territory as the ASEAN and China discuss the possibility of adopting a binding code of conduct that will govern actions in the South China Sea.

Chinese rescue ships will pour the concrete around the vessel to build a preliminary artificial island and a large-sized pier in order to start rescue operation...meanwhile for the ease of daily life of rescurers 5 3-story buildings would be built around it, along with 3 restaurants ( with 1 of Burger King), a good-sized radar station with a large basement, a water facility, an internet café, 2 gyms, a supermarket (with potential for putting a duty-free shopping mall on top), a youth hostel and one Karaoke for the beginning... all done within... i'll give it 3 weeks :rofl:
 
China caught red handed in the South China Sea

Chinese officials were caught Friday with their pants down when the Defense Ministry was forced to admit in a brief statement that a naval frigate has run aground on the south eastern edge of the Spratly Islands-- waters the Philippine government claims exclusive sovereignty over. Though Chinese officials described the vessels as a part of a "routine patrol," the incident comes barely two weeks after the Philippine navy openly accused China of ignoring a June agreement to withdraw all ships from the Scarborough Shoal.

The "thoroughly stuck" grounded ships are an awkward reminder of growing aggression in the South China Seas. The Chinese Defense Department's terse statement Friday was released just as the Association of Southeast Asian Nations (ASEAN) failed to reach agreement in Phnom Penh and were forced to conclude without a customary joint statement for the first time in the organization's 45 year history.

ASEAN officials are pointing fingers at China, who they accuse of blindly denying the organization the right to mediate maritime disputes and refusing to participate in negotiations at large. In open defiance of the five-day conference, 20 Chinese shipping vessels returned to disputed waters Wednesday as state papers reminded readers that "China is considering setting up a legislative body in the newly established city." Accordingly, U.S. Secretary of State Hillary Clinton's seemingly innocuous proposal that "the nations of the region should work collaboratively and diplomatically to resolve disputes without coercion, without intimidation, without threat, and without use of force" was decried by the state-run China Daily as "inappropriate and ill-intentioned."

Despite the harsh words, Chinese Foreign Minister Yang Jiechi concluded the conference by reminding reporters of his desire to establish "win-win" U.S.-Sino cooperation. Considering their actions this week, it might be at another state's loss.

Not even the United States and all of its allies Combined can conquer China today. Taking China's land requires Army occupation. Anyone with half a brain will tell you that fighting a land battle with China inside Chinese territory is pure suicide. This is not even taking into account China's nuclear arsenal.

Apparently some of the posters here don't even have half a brain.
