Sweden has a long and proud history of manufacturing jet engines. Volvo engines are world renowned. The technical know how is there, if Sweden wanted an indigenous engine to power the Gripen, it would have done so effortlessly.

Small European countries like Sweden dont face much external threats, so cost saving imperatives override the need to indigenize everything.

They have since when? They have all been collaborations with other countries. There is no indigenous jet engine by them.
Their predecessor to the Grippen was powered by the British Rolls Royce RA.3/Mk.109.
The rest is understandable i.e. they don't see the need.
