According to my understanding when you say "I solemnly swear" it creates a binding legal condition in an agreement, which as long as its being fulfilled you will be able to reap the benefit of that agreement.In this case,the benefit of being the member of National or Provincial assembly.

So, after saying these three words "I solemnly swear", if it is found that you don't believe in the Finality of Prophet (Peace Be Upon Him),whether by your words,actions or association,then you are immediately disqualified from being a member of National or Provincial assembly.

But when you say "I declare",it creates no binding legal agreement. You can say "I declare" and can do anything,you will be not disqualified from National or Provincial assembly.
