It's not a copy if the UK paid 1.08 Billion £ for tech transfer and has been working on the JSF program since 1996. Besides it's designation Tempest is homage to the Hawker Tempest from WWII which replaced the Typhoon II.

UK can make a jet on its own but the question is will US let it, they will be losing possible sales of a current or a future platform. They have BAE and RR.
