S-300/400 have several kinds of missiles, while HQ-9 just one.
S-400 used to be called S-300PMU3, but has a new big missile 40N6 to reach the so-called range of 400km.

So, China just uses S-400 to upgrade the older S-300.

Chinese always studies what they buy and make superior systems locally using that knowledge.

1. HQ-16, HQ-9, HQ-19 are ready for a long time.
2. China would consume all missiles of S-300/400 that have been bought.

In short, S-400 is just like Su-35 to China.

S-300/400 are just like Mi-35, while China chooses to develop Z-10 and Z-20 separately (corresponding to HQ-16, HQ-9, HQ-19, and so on).
