Kayani conveys army’s concerns to Zardari

ISLAMABAD: Army chief Gen Ashfaq Parvez Kayani conveyed to President Asif Ali Zardari on Thursday the military’s concerns over the rapidly deteriorating law and order and called for urgent steps to deal with the situation.

Soon after a corps commanders’ conference, where the military’s top brass reviewed the internal security situation, the army chief met President Zardari to communicate the disquiet among his commanders about the security situation spiralling out of control.

No details of the meeting were officially revealed either by the army or the presidency.

A one-line statement on the meeting issued by the presidency said: “Chief of Army Staff Gen Ashfaq Parvez Kayani today called on President Asif Ali Zardari at Aiwan-i-Sadr. Security situation was discussed during the meeting.”

A day earlier, the army chief had visited Karachi for a briefing on the situation in the city where sectarianism has added a new dimension to continuing violence.

Sources in the presidency said the discussion revolved around recent incidents in Quetta and Karachi and an operation against the banned Lashkar-i-Jhangvi.

They claimed that Gen Kayani had spoken about improper and inefficient utilisation of civilian law-enforcement agencies by the federal and provincial governments in dealing with terrorism.


Gen Kayani has in the past publicly expressed concerns over the poor performance of law-enforcement agencies.

He also pointed out the existence of militant wings of certain political parties and connections of some parties with terrorist groups as a major contributing factor to the wave of violence that has gripped the country.

Gen Kayani is said to have reiterated the army’s commitment to fully supporting the civilian law-enforcement agencies if asked by the government.

With elections round the corner, the PPP government is reluctant to give the army any major role in internal security affairs as witnessed after the Kirani Market (Quetta) bombing last month in which about 100 people were killed.

While chairing the 158th corps commanders’ conference at the General Headquarters, Gen Kayani received a special briefing on the law and order situation in Karachi and Quetta.

“Apart from professional military matters, the meeting undertook a comprehensive review of internal and external security environment of the country,” the ISPR said in a statement.

The peace process in Afghanistan and a truce offer by the Tehrik-i-Taliban also came under discussion.

The board for promotion of brigadiers to the rank of major general will meet on Friday.

So finally he speaks up and sad it on their faces that you guys are running militant wings. Looks like in yesterday meeting Corps Commander gave some beating to COAS and told him to speak now.

ISLAMABAD: Army chief General Ashfaq Parvez Kayani briefed President Asif Ali Zardari on the law and order situation of the country in a meeting on Friday, reported Express News.

Kayani in his briefing to the President on Friday told him about the information received during Thursday’s corp commander’s meeting.

The meeting had reviewed the violent situation in Karachi.

Intelligence reports in this regard were also reviewed.

According Express News Islamabad bureau chief Amir Ilyas Rana, Gen Kayani said that the army is willing to do whatever is required, such as the 2009 operation in Swat, to achieve stability in the currently troubled provinces of Sindh and Balochistan.

The army chief said that there are constitutional ways to ask for the army’s help, but the decision of holding a cleanup operation needs to be ordered by either the provincial government or the federal government.

Immediately afterwards, a meeting of the Pakistan Peoples Party leadership was called by Zardari. Soon after the President boarded a plane for Karachi.

Violence in Karachi has spiraled with two deadly bomb blasts in Abbas Town as the most recent terrorist attack. Rangers have been deployed in various parts of Karachi such as Lyari, Mangho Pir, Sarjani Town and Sorabh Goth to conduct operations and arrest miscreants.

The Chief Justice had taken sou moto notice of the law and order situation in Karachi as well the recent Abbas Town twin-blasts.

The chief justice had told the DG Rangers that the law was with them, and that they should do everything in their power to ensure peace and security for the citizens

Sindh governor a playa? If he agrees to call in the army, just how are the PPP and MQM do deliver the 60 seats their calculations have taken for granted??

Its just that they are not competent enough to do so. Rehman Malik continuing to blame Punjab government vice versa is a proof of that.

Karachi matters can be solved alone through Rangers, there is no need for Army.

Why then do you suppose Mr. Gen. Kiyani has made the public statement that he has?
 
So Mr. Kayani suddenly realized now that the Law and order situation has become so worse that people are not safe even in their homes. Where was he all this time before? We are well aware of his commitment of not interfering in the political affiars but this has gone too far, the damage this government has done to the very existence of Pakistan including that B@stard sitting in london, he should had intervene much earlier if his intention was indeed what he expressed. Why now when this goverment will be gone in a weeks times?

Kiyani should focus on his core job of protecting Pakistani borders first. Both Taliban and American drones are running circles around Pakistani military at will.. And he is more bothered about law and order situation in Quetta and Karachi... Sheikh, pehle apni dekh.. ;)

Some have suggested that Mr. Kiyani wanted to review the security situation in KHI given that Mr. Musharraf will more than likely arrive there - it would be interesting if his flight were to be diverted due to security concerns, of course -- but back to Mr. Gen Kiyani - what's he up to? Why did Zaradri feel the need to call a PPP leadership meeting immediately after meeting with Mr. Gen. Kiyani? -- I jope some of you can give us some answers

Law enforcement officers need to simply step up. That is all he is saying.

Otherwise call Army through proper channels but the government doesn't feel the need for.
 
Zardari & his party is involved in terrorist activity & they have political terrorist groups as well.

PPP, PML-N, PML-Q, ANP, JUI & MQM they all have political terrorist groups & they have direct contacts with the rented terrorists, Gen. Kayani knows this very well, so why talk & tell things to some one who is 100% involved in terrorist activity.

It is good that Gen. Kayani raise this issue but nothing will happen because this is Pakistani Democracy & this is Pakistani politics who have no love for Pakistan.

It is still not clear to me the aim and purpose of the operation done by Rangers in lyari, what was motive behind it, was it an army operation?
However one thing is clear from this all, Rangers are enough to do the operation in Karachi and there is no need of army. The only thing which matters is if Provincial and Federal government willingness to do the operation.

No one is stopping mr. Rehman Malik to take 1000 troops of F.C and Rangers to go into Punjab, he is Federal Minister afterall, and even PML-N is themselves asking them to do it if they can. but then again RM is just playing politics

If you remember when verdict by SC came out on Balochistan and it was decided to impose Governor rule, COAS has been saying and hinting them to call in the army. If you look into his statements he at many stages said when we are called upon we will go and even constitution allows it. Governor rule was imposed in balochistan with the approval of army and they thought they will called in now however again their request was turned down and polictical game was played

Wait for new govt. and i wish to retire kayani and bring young, energetic new general
