The key is SUBCRITICAL. They probably were testing a physics package without the fissile material, or with amounts that yield (nuclear yield) only grams of TNT.

Our calculations suggest that on-site measurement of the integrated radiation output from these experiments should be adequate to verify that nuclear yields greater than grams of TNT equivalent had not occurred, even allowing for the possibility of substantial shielding.

Nuclear weapons aren't rifle cartridges... they can't sit on a shelf for decades and be expected to work. Periodically, a warhead is selected from stock, and with the physics package removed, the weapon is tested to ensure the implosion timing is perfect, and the HE used is stable and effective.

Guys, most of you misunderstand this.

The fact is: Subthreshold nuclear test does NOT violate CTBT.

No, not at all!

Actually this is precisely why USA, and subsequently China, signed CTBT: they only signed the treaty after they had mastered subthreshold nuclear test technologies.

More precisely, just mastering subthreshold nuclear test technologies is far from enough, you also need supercomputer to do simulations. Combination of subthreshold nuclear test together with simulation can mimic the true nuclear test.

This is perhaps one of the reasons that India refuses to sign CTBT, because India has no subthreshold nuclear test technologies, nor supercomputer to simulator nuclear explosion.

Well, this is a true world that is largely bound to western norms.
