Hun Sen Blames Lon Nol Regime for Cambodia's Troubles


PHNOM PENH, CAMBODIA—
As Cambodia marks the 24th anniversary of the Paris Peace Accords, Prime Minister Hun Sen says much of the country’s woes can be blamed on a U.S.-backed regime from the early 1970s.

That government, led by Lon Nol, ousted the late King Norodom Sihanouk in a bloodless coup in March 1970, only to fall to the Khmer Rouge five years later.

Speaking Thursday at a bridge inauguration with the Chinese ambassador to Cambodia, Hun Sen said the Lon Nol regime should be held responsible for the wars that followed before its collapse. He praised China, which has strong economic and political ties with Phnom Penh, for its support of Cambodia today, although he did not mention Beijing's role in supporting the Khmer Rouge.

Had it not been for the Lon Nol regime and its ushering in of the Khmer Rouge, the Paris Peace Accords would not have been necessary, Hun Sen said.

“If we had not had war in the 1970s, Cambodia would have developed further, but how do the creators of the war take responsibility?" he asked. "Tomorrow is the anniversary of Paris Peace Accords, so at least they take responsibility over morality if they don’t take responsibility for the damages and the deaths of millions of Cambodian people in the war and in the period of the genocidal regime of Pol Pot.”

His remarks, at the inauguration of a second bridge in the Chroy Changvar section of the city, alluded to the alleged U.S. role in toppling the former monarch, and the bombing campaign that followed.

Ou Virak, head of the Future Forum, a policy research group, said Hun Sen was referring to the U.S. and the “tons of bombs” it dropped on Cambodia, a portion of history that should be examined.

“If we want to step up to debate Cambodia from every angle and learn lessons, I welcome that, and I think it’s a good thing,” he said.

But he added that means one should also discuss the roles of China and Vietnam in the war years, including their support for the Khmer Rouge. Other discussions could touch on the debt incurred by Cambodia during its war years and its forgiveness, he said.

Is he the same guy that was installed in power by Vietnamese in 1970's?
 
Actually Vietnamese put his boss into power, but this guy is the MOST pro China in all SE Asia. Happens that he is more pro China than pro Vietnam.

of course, he is happy when receiving money and gifts from China. who´s not? and that usually happens once a year when ASEAN meeting is approaching. China is like a nicolaus, a man giving money and gifts to the children, here especially Cambodia, and expects Hun Sen sabotages any anti-Beijing agenda. But Hen Sen is smart enough not to anger Vietnam, the country that saves Cambodia from the abyss, and a garant for peace and prosperity.

if you give me money, I will begin to like you. hun sen likes chinese money. or simply money. china is like a man with a coffer full of money, going here and there buying friendship, or bluntly paying bribe, sabotaging ASEAN.

It Doesn't matter, Hun Sen Like money or not. He loves Chinese Yuan, US Dollar Or Vietnamese Dong. That's really Doesn't matter.

The Fact We see, He is China Allies. Cambodia is China Allies.
One of the best Allies, That China have in ASEAN. I Think.

With China Investment, Cambodia Can Build Modern Port, Modern Airport Industrial Complex, and Also Modern Railway for Their People.

KOH KONG, Cambodia, Jan. 12 (Xinhua) -- Cambodia will have a greater possibility to supply reliable electricity to households and businesses with cheaper prices after a Chinese-built 338- megawatt Russei Chrum Krom River hydropower dam began operations on Monday, Cambodian Prime Minister Hun Sen said.


"This project is considered as the largest hydroelectric station in Cambodia so far," he said at the inauguration ceremony, which was also attended by Chinese Ambassador to Cambodia Bu Jianguo. "The dam will provide great benefits to both households and business establishments."

Electricity shortage is one of the most serious constraints to Cambodia's effort to attract new investments, according to a joint World Bank and Asian Development Bank report released in October last year. The report said electricity in Cambodia is "not only more expensive than most neighboring countries, but the supply is also intermittent."

Hun Sen said through the dam, the country's capacity of electricity supply will be increased as the prices will be further lowered.

Meanwhile, the premier expressed sincere and profound thanks to the government of China for encouraging Chinese investors to Cambodia, stressing that the investment in energy was vital for socio-economic development and poverty reduction in Cambodia.
"The inauguration of the dam also clearly reflects close relations and cooperation between Cambodia and China," he said.
Situated in the jungle in Mondol Sima district of Southwestern Koh Kong province, the Russei Chrum Krom River hydropower station was developed by the giant power company China Huadian Corp for a cost of 495 million U.S. dollars, Cambodian Minister of Mines and Energy Suy Sem said.

The dam took nearly five years to be constructed under a contract of a 35-year build-operate-transfer (BOT) with the Cambodian government, he said, adding that the dam will produce the power of about 1.02 billion kwh per year.
"The electricity generated from the dam will be sold to the state-owned Electricity of Cambodia at the price of 7.35 U.S. cents per kilowatt-hour," the minister said. "The government will earn tax revenue of 12.5 million U.S. dollars a year from the project."

Li Qingkui, Chairman of the China Huadian Corp, said the dam was another historic milestone of economic cooperation between China and Cambodia, while thanking the Cambodian government for fully supporting the project.
"It is the first and largest project that the China Huadian Corp has invested in Cambodia," he said. "We're confident that the dam will contribute to expanding electricity supply to households and businesses in Cambodia."

According to the Electricity Authority of Cambodia, the country had 1,370 megawatts of electricity to supply to about 2.26 million houses or nearly 50 percent of the country's 14.8 million people by 2013.


It is projected that all the villages in the nation will have electricity by 2020, and at least 70 percent of the households will have access to electricity by 2030.

China is the largest investor in developing hydroelectric plants in Cambodia. According to the Ministry of Mines and Energy, Chinese firms have invested more than 1.6 billion U.S. dollars to build six dams with a total capacity of 928 megawatts in this Southeast Asian nation.

Unlike Vietnam, USA is unfriendly to Hun Sen. So Hun Sen will tag along with China for some time.

Hun Sen is smart.

His son Hun Manet, he finished his study in famous Army Academy West Point in USA and Ph D. for Economy in Bristol University in Brittain.
