Linking of highway corridors to international trade points

It is proposed to develop 1,911 km of International Connectivity Roads and 3319 kms of Border roads under the Bharatmala Pariyojana. In its firstphase, it is proposed to develop 2,000 km of Border and International Connectivity Roads with an outlay of Rs 25,000 crore over a period of five years i.e. from 2017-18 to 2021-22 in the phased manner.

Projects Funded by Asian Development Bank

The Bharatmala Pariyojana includes a component for developing 5300 kms of the Border and international connectivity roads to improve connectivity and trade with Nepal, Bhutan, Bangladesh, and Myanmar. ADB financed road transport projects linking Bangladesh, Bhutan, India and Nepal broadly cover Kathmandu (Nepal)-Kakarbhitta (Nepal)-Panitanki (India)-Phulbari (India)-Banglabandha (Bangladesh)- Mongla/Chittagong (Bangladesh), and Thimphu (Bhutan)- Phuentsholing (Bhutan)-Jaigaon (India)-Changrabandha (India)-Burimari (Bangladesh)- Mongla/Chittagong (Bangladesh) corridors under its South Asian Sub Regional Economic Cooperation (SASEC). The corridors in Bangladesh and India link certain sections of the Asian Highway 1 and 2 to Myanmar. The country-wise details of ADB-supported road transport projects, as of December 2017, aregiven below.



India



  1. SASEC Road Connectivity Investment Program-Tranche 1 (Loan 3118 approved in 2014) covers
  1. Kakarbhitta (Nepal)-Panitanki(India)-Phulbari (India) - Banglabandha (Bangladesh).
  2. Phuentsholing (Bhutan)-Jaigaon (India)-Changrabandha (India)- Burimari (Bangladesh), including new access road toPasakha industrial estate.

Bangladesh



  1. SASEC Road Connectivity (Loan 2949, approved 2012) covers 70 km Dhaka Northwest Corridor upgrading to 4 lanes (Joydevpur-Chandra-Tangail-Elenga Road) and Benapole and Burimari.
  2. SASEC Dhaka-Northwest Corridor Road Project Phase 2 (Loan 3593 Tranche 1, approved 2017) covers 190 km improvement of Elenga-Hatiramkul-Rangpur to 4-lane highway.
  3. Subregional Transport Preparatory Facility Additional Financing (Loan 3295, approved 2015) covers sections of Banglabandha/Bhurimari-Mongla/Chittagong and other priority international corridor segments.


Bhutan



SASEC Road Connectivity (Loan 3149 approved in 2014) covers (i) Pasakha Access Road; (ii) Land Customs Station; (iii) Phuentsholing Northern Bypass; and (iv) Mini-Dry Port.







Nepal



  1. SASEC Road Connectivity (Loan 3012, approved 2013): Strategic RoadsImprovement includes Alternate East-West Highway route, border connectivity road and Mid-hill East-West corridors.
  2. SASEC Roads Improvement (Loan 3478, approved 2016) covers (i) Section of East-West Highway and SAARC Corridors 4 and 7 (115km from Narayanghat- Butwal) and (ii) Bhairahawa-Lumbini-Taulihawa Road.


(d) The above projects are primarily to improve connectivity and regional cooperation amongIndia, Bangladesh, Bhutan and Nepal and upto Myanmar and would have the potential of enhancing trade and economic cooperation between countries in South Asia and ASEAN countries.

Road Rehabilitation Projects approved for Punjab

The Ministry of Road Transport and Highways has approved the rehabilitation and upgradation of three road stretches in Punjab.

The national highway between Makhu and shall be upgraded to two-lanes with paved shoulder under EPC mode. The approximate length of this stretch is 24.60 kms. The project will cost about Rs 130.313 crore. Two ROBs are proposed on the stretch, with equal number of major and minor bridges. Existing 13 culverts will be reconstructed.

The 38 km stretch of the NH-254 between Mutki and Jawahar Singh Wala shall be upgraded to two lanes with paved shoulders under EPC mode. The project will cost about Rs 117.78 crore. Three minor bridges are proposed on the stretch. Of the existing 61 culverts, 59 will be reconstructed, while a new culvert will be constructed in realignment portion.

The ‘in principal’ NH between Moga and Makhu and Harike to Khalra shall be rehabilitated and upgraded to two lanes with paved shoulders under EPC mode. The project will cost about Rs 293.64 crore. A major bridge and 10 minor bridges are proposed on the stretch, along with two ROBs. Of the existing 51 culverts, 39 will be reconstructed, while 12 of them will be repaired and widened.

Environment clearance for the projects is not required, and the process for forest clearance has already been started.

Road Rehabilitation projects approved for West Bengal

The Ministry of Road Transport and Highways has approved the rehabilitation and upgradation of 11.9 km stretch of NH-31 between Ghoshpukur and Bihar Mode, Bagdogra in Darjeeling district of West Bengal. The road shall be upgraded to four lanes under EPC mode at a cost of about Rs 254.30 crore. The project shall be completed on two years..

48,877 kms of projects under other ongoing schemes like NH(O), Special Accelerated Road Development Programme in North East (SARDP-NE), Externally Aided Projects (EAP) and Roads Projects in left Wing Extremism Affected Areas (LWE) are also to be implemented during the same period. This has an approved outlay of Rs.1,57,324 Crore. Therefore, including Bharatmala Pariyojana Phase-I, 83,677 kms of highway sector projects are proposed to be implemented with an overall cost of Rs.6,92,324 Crore.

Road Rehabilitation Projects approved for Jammu and Kashmir

The Ministry of Road Transport and Highways has approved the rehabilitation and upgradation of two major roads in the Jammu and Kashmir State.

The Jammu - Akhnoor section of National Highway number 144A from 4thTawiBridge to Hanuman Chowkshall be upgraded to four lanes with paved shoulders under EPC mode. The project road is part of newly declared National Highway Jannu-Akhnoor-Poonch. The length of this stretch is 30.097 kms. The project will cost about Rs 914.48 crore.

The Chenani - Sudhmahadev section of National Highway 244shall be upgraded to two lanes with paved shoulders under EPC mode. A tunnel of 4.5 kms has also been proposed between Sudhmahadev and Goha village to operationalise the re-alignment. The length of this stretch is 16.99 kms. The project will cost about Rs 255.90 crore.

The Vice President of India, Shri M. Venkaiah Naidu has appealed the officers of Indian Postal Service to re-design and strengthen the rural postal network to make it a distribution and logistics hub.

The Vice President said that feel proud to be part of India's oldest and widest service network and the post offices with their widest network of branches can execute the challenge of Financial Inclusion, especially among the weaker sections of the society by providing Postal savings schemes and insurance schemes. He called on the officers to be agents of change by transforming lives of people living in rural areas. The rural Post office can become an ICT centre and Retail Centre, thus bringing enormous benefits to the rural populace, he added.

Postman is the last man to reach the first man at the nation borders and it is the finest service that helps the last man in remote areas, he added.

PM reviews progress towards ODF targets in four States

The Prime Minister, Shri Narendra Modi, today interacted with the Collectors of the four States of Uttar Pradesh, Bihar, Odisha, and Jammu and Kashmir. He reviewed the progress towards ODF (Operation Delta Force) targets in each of these States.

The Prime Minister encouraged the States to share their views and experiences on the work they have done so far towards ODF (Operation Delta Force). He emphasized that there could be no greater inspiration for completing this task, than the 150th anniversary of Mahatma Gandhi. He said teams should be formed at the district level to monitor progress.

He said that efforts should be made to convert this mission into a Jan-Andolan (Mass Movement). He said students and school children can play a key role in generating greater awareness in this regard.

Road Rehabilitation Project approved for Nagaland

The Ministry of Road Transport and Highways has approved the construction of twelve road stretches in the north-eastern state of Nagaland under SARDP-NE.

The 25 km stretch of the Chakabama - Zunheboto road shall be constructed in two-lanes with hard shoulders under EPC mode. The project will cost about Rs 339.57 crore. It will have five minor bridges,148 culverts, and a major and minor junction each. Another 25 km stretch of the same road shall be constructed in two-lanes with hard shoulders under EPC mode at a cost of about Rs 239.31 crore. It will have129 culverts and seven minor junctions. The other 25 km stretch of this road shall be constructed in two-lanes with hard shoulders under EPC mode at a cost of about Rs 285.68 crore. It will have 143 culverts and a minor junction. A 20 km stretch of the same road shall be constructed in two-lanes with hard shoulders under EPC mode at a cost of about Rs 315.03 crore. It will have a major bridge, 128 culverts, and one major and two minor junctions. Another 20.534 km stretch of this road shall be constructed in two-lanes with hard shoulders under EPC mode at a cost of about Rs 240.64 crore. It will have 101 culverts, and one major and 18 minor junctions.

The 20 km stretch of the Merangkong- Tamlu – Mon road shall be constructed in two-lanes with hard shoulders under EPC mode. The project will cost about Rs 215.12 crore. It will have 75 culverts, and two major and 10 minor junctions. The other 19 km stretch of the same road shall be constructed in two-lanes with hard shoulders under EPC mode at a cost of about Rs 272.88 crore. It will have a major bridge, 128 culverts, and a major and minor junction each. Another 27.835 km stretch of this road shall be constructed in two-lanes with hard shoulders under EPC mode at a cost of about Rs 323.98 crore. It will have two minor bridges, 141 culverts, and 20 minor junctions. A 20 km stretch of the same road shall be constructed in two-lanes with hard shoulders under EPC mode at a cost of about Rs 215.79 crore. It will have three minor bridges and 88 culverts.

The 22.558 km stretch of the Pfutsero - Phek road shall be constructed in two-lanes with hard shoulders under EPC mode. The project will cost about Rs 282.98 crore. It will have 190 culverts, and a major and minor junction each. Another 20 km stretch of the same road shall be constructed in two-lanes with hard shoulders under EPC mode at a cost of about Rs 237.72 crore. It will have 117 culverts, and a major and five minor junctions. The other 20 km stretch of this road shall be constructed in two-lanes with hard shoulders under EPC mode at a cost of about Rs 251.97 crore. It will have two minor bridges and 112 culverts.

The land for these projects is being provided by the State government. These road stretches pass through landslide-prone region, hence these will be provided with flexible pavements which are easier to maintain and repair. Three years’ time period has been earmarked for completion of all these projects, while the construction agency will be responsible for any defects for four years.

The Ministry of Road Transport and Highways has approved the rehabilitation and upgradation of the national highway - 148 in Punjab. The road stretch between Moonaktown – Jakhal – BudhlanaBhikhi shall be rehabilitated and upgraded to two-lanes with paved shoulder under EPC mode. The approximate length of this stretch is 46 kms. The project will cost about Rs 293.10 crore. Two flyovers are proposed on the stretch, with six minor bridges. Existing 108 culverts will be reconstructed.

Environment clearance for the projects is not required, and the process for forest clearance has already been started.’

All Weather Roads for Char Dham

Char Dham National Highway (NH) connectivity programme comprises projects of improvement/development of 889 km length of NHs leading to Yamunotri Dham, Gangotri Dham, Kedarnath Dham, Badrinath Dham and part of route leading to Kailash Mansarovar yatra at total project cost for Rs. 11,700 crore. The construction work on the Char Dham project has been started and the project is targeted to be completed by March 2020.

Projects under Char Dham lie within the State of Uttarakhand only. There are 68 number of projects in the State for which the construction work has been started and completed during the years 2015, 2016 and 2017. Till date, total of 135 projects to be implemented by State PWD, Uttarakhand have been sanctioned since May 2014.

National Highway Authority of India (NHAI) has approved one time fund infusion amounting to Rs. 279.88 Crore for completion of Haridwar Dehradun Project. Site related issues/ constraints have been resolved with the interference of PRAGATI (Pro-Active Governance And Timely Implementation) & PMG (Project Monitoring Group) and various meetings at the highest level in the Ministry. Till date, works covering a total of 1706 Km length of National Highways in the State of Uttarakhand have been awarded since 2014.

Dehradun, March 14

Chief Secretary Utpal Kumar Singh today visited Kedarnath Dham and instructed officials to ensure the completion of construction between the MI-26 helipad and the Saraswati bridge before April 10.

The Chief Secretary, who was accompanied by Commissioner, Garhwal, Dilip Jawalkar, undertook the inspection on foot. He warned action against the contractors if the work is not completed before the deadline. Stone and other material will be used to lay the path at Kedarnath Dham.

A stone-cutting machine has also been installed nearby for chiselling the stones. There will be an additional requirement of 10,000 more stones, which will be provided by the PWD.

According to officials, work on restoring the samadhi of Shankracharya, which was damaged in the 2013 floods, is likely to commence in a day or two

NHAI awards contract for National Highway project in Punjab

The National Highways Authority of India (NHAI) has issued Letter of Award (LOA) for development of following national highway section in Punjab on EPC Mode under Bharatmala scheme.

The work of two-laning with paved shoulder /Four-Laning of Ramdas to Gurdaspur section of NH-354 (old SH-21) has been awarded to M/s. Ceigall India Ltd–Inderjit Mehta Constructions Pvt. Ltd. (JV) at a cost of Rs. 149.49 crore. The length of the stretch is 47.492 km.

The Ramdas –Gurdaspur section is part of Border Roads designated to NHAI under Bharatmala scheme. The objective of this work is to provide good road network access and undertake development of border areas. The project comprises of development of 1.5 km of project length to 4-lane and 45.992 km to 2-lane with paved shoulder in which Flexible Pavement is 37.182 km and Rigid Pavement is 10.31 km. The contract period is 550 days, including O&M period of 4 years.

The project will have 13 minor bridges, an ROB, Realignment of 1.22 Km and 23 bus bays and shelters.

Check Posts at Indo-China Border

Strengthening of border guarding arrangement including setting up of Check-Posts is an ongoing process, keeping in view security requirements and availability of resources. As of now, no proposal for setting up new Check-Posts at Indo-China border is under consideration of the Government.

Dr Jitendra Singh discusses J&K road projects with Shri Nitin Gadkari

Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr. Jitendra Singh called on the Union Minister for Road Transport & Highways, Shri Nitin Gadkari here today to discuss Road & Highway projects in Jammu & Kashmir, including the status of the two newly approved National Highways, namely the 170 km Basohli-Bhaderwah-Doda Highway through Chhattergala tunnel and Thathri-Kahaljugssar-Kilothran-Mankan-Chochool to Himachal Pradesh Highway via tunnel respectively.

Shri Nitin Gadkari assured Dr Jitendra Singh of full assistance and cooperation in ensuring timely completion of these two projects, which will be unique not only for the State of Jammu & Kashmir but for the entire country. He said, most of the other projects for Jammu & Kashmir, including the landmark "Zoji La Pass" project have been cleared and the work will start soon.

The Katra-Amritsar-Delhi Express Road Corridor, which is going to be the longest Express Corridor in India, also came up for discussion.

Lt Gen Harpal Singh takes Charge as Director General Border Roads

Lt Gen Harpal Singh an alumni of National Defence Academy, Khadakwasla is appointed as Director General Border Roads (DGBR) today. He was commissioned into the Corps of Engineers on 24 December 1982. He later commanded a Border Roads Task Force in Jammu & Kashmir valley. He has also been the Chief Engineer of Project Dantak (BRO) at Bhutan, Chief Engineer (Navy), Mumbai and Chief Engineer HQ Eastern Command.The General is a graduate of the Defence Services Staff College, Wellington, the Higher Command and National Defence College courses.

During his 34 years of distinguished career, the General Officer has held several prestigious assignments to include Gde 2 at Army HQ, Gde 2 and Gde 1 at Comd HQ, DDG DV at Army HQ and Dy MS at Central Command. He has also been a Directing Staff at the prestigious College of Defence Management, Secunderabad. He was the Addl MS(A) at the MS Branch. Prior to taking over as Director General Border Roads, he was holding the appointment of Director General Military Training at IHQ of MoD (Army). Lt Gen Harpal’s distinct academic achievements include a double M.Tech from the Virginia State University, USA, Masters in Management Studies from Osmania University and M.Phil ( Defence Studies) from Madras University.

NHAI signs agreement for its First International Project

To provide seamless vehicular movement for enhancing trade, business, health, education and tourism between Indian, Myanmar and Thailand, the National Highways Authority of India has signed an agreement for upgradation of Yagyi – Kalewa section of highway (Milepost 40/0 to Milepost 115/5) in Myanmar to two lane with earthen shoulder. The agreement was signed yesterday by NHAI with M/s Punj Lloyd Ltd. – Varaha Infra Ltd. (JV). The project has been funded by Ministry of External Affairs, Government of India and would be executed on EPC mode at a cost of Rs.1177 crores.

The project will have 3 new major bridges and 2 new minor bridges. 4 existing major bridges and 9 existing minor bridges will be repaired and strengthened and 6 existing minor bridges will be reconstructed. The stretch will have 6 truck lay byes, 20 bus bays and passenger shelters and 1 rest area. The project would be completed in three years.

Border Roads Organisation to celebrate Raising Day

Border Roads Organisation (BRO), is celebrating its Raising Day on 07 May 2018. BRO, a leader in the arena of infrastructural development in the border areas of the country is celebrating its 58 years of glorious service to the nation. Since its inception in 1960, so far the Organisation has grown from 02 to 19 projects. The works executed have ensured the territorial integrity and the socio-economic upliftment of the most inaccessible regions of the country as well as India’s neighbourhood. Works executed in friendly foreign countries are a message of the Organisation’s ideology ‘Shramena Sarvam Sadhyam’. BRO shall endeavour to explore new frontiers while it undertakes systematic modernisation of its construction techniques. Its focus shall remain enhanced productivity and quality construction.

On this occasion, Director General Border Roads Lt Gen Harpal Singh, conveyed his greetings to all veterans and BRO personnel and called upon all ranks of the Organisation to continue on the path of excellence with renewed vigour and dedication.
