Zia or Zia-Who sent the trees?

So the neem trees in Saudi Arabia...I have heard Pakistanis say it was Zia ul Haq while Bangladeshis say it was Zia ur Rahman who sent them. Haven't come across any credible source to support either party. Or is there a different reason why they are called Zia trees?
