It's about restraint, not being weak or being bullied. Elements in Afghanistan want to pull Pakistan into a war with Afghanistan, so the Afghans can pressure the US to fight Pakistan and annex the tribal areas and Baluchistan of Pakistan into Afghanistan.

Until NATO and the US leaves, Pakistan has to show restraint, because the last time Pakistan used force, it ended up being scapegoated by Afghans and the international community.
