Are you sure? IB may have, but ISI?

Yes offcourse ISI has that too, they not only collect intelligence but do 'Multiple Covert Operations' aswell, plus ISI is more powerful than IB as it is under direct military control..

Hamid Gull was found saying that ISI did not have the power to arrest during his time and current status is unknown. But IB has. Since IB looks basically the internal affairs. Where as ISI has most of its department for external intelligence.

"The main step is that the security agencies should be given the power to arrest and detain and at the same time they be put under parliamentary oversight."

I am still confused if ISI has power to arrest.

Rubbish, If ISI has the power to perform covert operations then sure they have the power to arrest too..

Spy agents arrest people all the time.. and not just ISI, every prime Intelligence agency of the country.

Yes, they do, but they don't do it officially. CIA does the covert ops but officially it is FBI which files the case, interrogation and handles the criminal. Similarly, ISI seems deprived from arresting any one officially.

that was true before new anti terror legislation

IB is civilian agency, ISI is military. ISI does not need to come forward for arrests, they can provide the info and have the convicts arrested by civilian agencies.
